1.1 The application site is the curtilage of Langton Cottage, 19 Lime Street, Port St Mary which is a two storey end of terrace traditional cottage. The existing windows at first floor are sliding sash with a central glazing bar. The ground floor windows have two glazing bars on each window.
2.1 The application seeks approval for the installation of replacement windows in the front elevation. The windows would have similar glazing bars as the existing.
3.1 The previous applications are not considered to be specifically material in the assessment of the current application.
4.1 The application site is within an area zoned as "Predominantly Residential" it is also within the Proposed Conservation Area identified on the Area Plan for the South 2013. Given the nature of the application it is appropriate to consider Environment Policy 35 of the Isle of Man Strategic Plan (20th June 2007) and Planning Circular 1/98.
Within Conservation Areas, the Department will permit only development which would preserve or enhance the character or appearance of the Area, and will ensure that the special features contributing to the character and quality are protected against inappropriate development.
If the original windows are in place they should preferably be repaired. If repair is impracticable, replacement windows which would be readily visible from a public thoroughfare must have the same method of opening as the originals. Whatever the material used in their construction, the windows must have the same pattern and section of glazing bars and the same frame sections as the original windows.
Windows not readily visible from a public thoroughfare must have the same or similar pattern of glazing bars as the originals, but not necessarily the original method of opening, whatever the material used in the construction.

6.1 The application seeks approval for the installation of replacement windows in the front elevation. The main issue to consider in the assessment of the application is the impact upon the character and appearance of the proposed Conservation Area. 6.2 The proposed windows would have similar glazing bars as the existing and would have the same method of opening as the existing. It is considered that the proposed windows would preserve the character and appearance of the Conservation Area. 6.3 For the above reasons the application is considered to be acceptable and is recommended for approval.
7.1 The local authority, Port St Mary Commissioners is, by virtue of the Town and Country Planning (Development Procedure) Order 2013, paragraph 6 (4) (e), considered an "interested person" and as such should be afforded party status. 7.2 The Highways Division of the Department of Infrastructure is, by virtue of the Town and Country Planning (Development Procedure) Order 2013, paragraph 6 (4) (d), considered an "interested person" and as such should be afforded party status.
