This decision was made by a Senior Planning Officer in accordance with the authority delegated to them. This permission refers only to that required under the Town and Country Planning (Development Procedure) Order 2005. Any appeal against this decision must be in writing and must be received by this Department within 21 days of the date of this notice.

1.1 The application site is number 20 St. Catherine's Drive, Douglas, which is a semi-detached property. St. Catherine's Drive is part of a suburban housing estate to the west of Douglas, constructed during the interwar period.
1.2 The dwellings are a relatively similar design format of double-storey bay windows, but of a squarer shape than more traditional, rounded bay windows more commonly found nearby in Douglas. The dwellings are all set back from the road by a distance of around 20 metres and, in the immediate area, are exclusively semi-detached. Some variety exists in the finishing of the properties, with some being red brick/render-pebbledash mix (the application site being one such example) and others entirely pebbledashed. Subtle shades distinguish the finishes from each other, with the predominant colours being white, cream and grey. The application site is of the latter colour, with red brick at the ground floor.
2.1 Planning approval is sought for the complete rendering and pebbledashing of the front elevation. No colour is suggested. No other alterations are proposed.
3.1 The application site has not been the subject of any previous planning applications that are considered specifically material to the assessment of this current planning application.
4.1 In terms of land use designation the application site is located within a wider area of land that is designated as predominantly residential use under the Isle of Man Planning Scheme (Douglas Local Plan) Order 1998.
4.2 In terms of strategic plan policy, the Isle of Man Strategic Plan 2007 contains one policy that is considered specifically material to the assessment of this current planning application. The relevant parts of General Policy 2 read: "Development which is in accordance with the land-use zoning and proposals in the appropriate Area Plan and with other policies of this Strategic Plan will normally be permitted, provided that the development:
(b) respects the site and surroundings in terms of the siting, layout, scale, form, design and landscaping of buildings and the spaces around them, and (c) does not affect adversely the character of the surrounding landscape or townscape".
5.1 Douglas Borough Council has no objections to the application.
6.1 As noted above, only one planning policy is considered to apply in this case, and given that the proposal would not result in physical changes to the dwelling, the visual impact alone is assessed here. 6.2 As noted, there are a number of properties fully rendered and pebbledashed in the immediate vicinity and, as such, the principle is unobjectionable. As noted, St. Catherine's Drive is characterised by its collection of semi-detached dwellings. In these pairs, the dwellings are either both render-pebbledashed or both a mixture of red brick and render/pebbledash; in no instance is one of the pair fully render-pebbledashed and the other a mixture of red brick and render/pebbledash. Approval of the proposal would, therefore, introduce a unique pairing as its conjoined neighbour - number 18 - is currently a mixture of red brick and render/pebbledash. 6.3 Where semi-detached dwellings are fully render-pebbledashed, however, there are examples where the two dwellings are painted different colours to one another. While the St. Catherine's Drive streetscene is characterised by a structural uniformity of development with the ubiquity of semi-detached dwellings, the colouration and finishing styles and types found are diverse. 6.4 As such, approval is not likely to result in any serious harm in visual terms and the proposal is therefore considered to comply with the provisions of General Policy 2. 6.5 The proposal is not considered to affect any other obvious material planning consideration.
7.1 It is recommended that the planning application be approved with conditions.
8.1 The local authority, Douglas Borough Council, is, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (d), considered an "interested person" and as such should be afforded party status.
