Permission was granted to demolish the existing two-storey building at 145 and 147 Royal Avenue, Onchan, which currently contains two separate apartments, and replace it with a new building providing four apartments with associated parking. The site is a rectangular parcel on the western side of Royal Avenue, and vehicular access onto the road already exists. The officer assessed the proposal against three main issues: public amenity, private amenity, and highway safety and car parking arrangements. The application was approved under delegated authority on 12 June 2013, with three conditions attached to the permission.
The application was approved by a Senior Planning Officer under delegated authority. The key planning considerations were public amenity, private amenity, and highway safety and car parking arrangements, all of which were found to be acceptable.
The erection of new residential properties may be permitted within areas designated for residential use where these would fit in with the density, massing, design and character of existing adjacent dwellings.

Transport Policy 7: The Department will require that in all new development, parking provision must be in accordance with the Department's current standards. The current standards are set out in Appendix 7. 11.5.4 New development can have a significant impact in terms of the traffic generated by it and the impact on the various modes of travel. The Department considers that proposals which are likely to be significant traffic generators should be accompanied by a Transport Assessment(1) which should look at all modes of transport including access by public transport, cycling and on foot.

Condition 1
The development hereby permitted shall commence before the expiration of four years from the date of this notice.
Condition 2
The development hereby permitted shall not be carried out except in full accordance with drawing no.s 01, 02, 03, 04 rev. A and 05 rev. A date stamped the 2nd May 2013.
Condition 3
Prior to the first occupation of any of the apartments the parking spaces and access must be set in accordance with drawing no. 05 rev. A date stamped the 2nd May 2013. Thereafter those spaces shall be retained for use by the apartments throughout the lifespan of the development.
