Planning Statement
This is a proposal to provide a new vehicular access and driveway to Corlea Farm from the B39 highway. The new access is to be located in the position of an old, redundant, field access. Evidence of this can be seen in the form of the boundary hedge at this point which is lower and thinner than the adjacent parts.
The existing vehicular access, c.70m to the west, is shared with a single dwelling, a bungalow approved built as tied agricultural dwelling in 1968. More recently, on 13 August 2012, an application (PA/00603/LAW) was approved to make lawful use of the dwelling without condition of a tie to agricultural use on the grounds that it had not been used for agricultural purpose since occupation in 1969.
Since that time the farm has been accessed through the curtilage of the dwelling which is used as a family home. This is not a safe arrangement as the occupants, including young children, are endangered by the passage of agricultural traffic. This proposal will separate the accesses which are required for separate purposes and thus provide environmental improvement for the dwelling. It will also assist separation of the ownerships in the future as has been the case in the past, if desired.
The DoI, Highways Division has indicated that they have no objection to this proposal provided that visibilitysplays of 2.4m x 36 metres are provided over land within the ownership of the applicant. In fact, such visibility splays can be provided within the existing road verge and by trimming back the existng hedge either side of the new access. This arrangement is shown on application drawing No. 1268-P04A.
