Officer's Report
The Site
The application site is the curtilage of 6 Sherwood Terrace, Douglas which is a three storey property with additional living accommodation within the roof space and the lower ground floor. The application site is situated to the north east side of Broadway and adjoins numbers 5 and 7 Sherwood Terrace.
The Proposal
The application seeks approval for the creation of a doorway from an existing window in the front elevation. The replacement door would be white uPVC.
Planning History
The previous planning applications are not considered specifically material in the assessment of the current application.
Development Plan Policies
The application site is within an area zoned as "Predominantly Residential" identified on the Douglas Local Plan 1998. The application site is also within the Douglas Promenades Conservation Area, it is therefore appropriate to consider Environment Policy 35 of the Isle of Man Strategic Plan (20th June 2007).
Consultations
Highways Division have not commented
Douglas Corporation has no objections.
Assessment
Given the nature of the application, it is appropriate to consider Environment Policy 35 of the Strategic Plan which states:
"Within Conservation Areas, the Department will permit only development which would preserve or enhance the character or appearance of the Area, and will ensure that the special features contributing to the character and quality are protected against inappropriate development."
The application seeks approval for the creation of a doorway from an existing window in the front elevation; the existing window is in a poor condition. The door would be replacing an existing window in the lower ground floor.
The lower ground floor is not highly visible from the public thoroughfare, it is therefore considered that the creation of a doorway would not be highly visible within the street scene, and is judged that the proposed development would not adversely affect the character and appearance of the street scene in general.
For the above reasons the application is considered to be acceptable and is recommended for approval.
Party Status
The local authority is, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (c) and (d), considered an "interested person" and as such should be afforded party status.
The Department of Transport Highways and Traffic Division is now part of the Department of Infrastructure of which the planning authority is part. As such, the Highways and Traffic Division cannot be afforded party status in this instance.

The development hereby permitted shall commence before the expiration of four years from the date of this notice.

This permission relates to the creation of a doorway from an existing window to front elevation as shown in drawings 10 0756 02 received 14th January 2011 and Photographs received 21st January 2011.
