In accordance with section 12 of the above Regulations, the person appointed by the Council of Ministers to consider this application has submitted her report. In further accordance with paragraph 12(5) (a) and (b), a copy of the appointed person’s report is herewith enclosed.
On the 27th February 2014, and after consultation, the Council of Ministers accepted the recommendation contained within that report and the application was refused for the reasons specified below.

Reason(S) For Refusal:
Contrary to the objective of General Policy 2(i) of the Isle of Man Strategic Plan, the proposed outdoor digital poster LCD panel would have a harmful impact on highway safety because of its location at the entrance to the car park and the distracting nature of the advertisements that it would display.
