The application site forms the residential curtilage of Hedges, Port Lewaigue Close, Port Lewaigue, Ramsey which is part of a pair of two storey semi-detached properties, located on the eastern side of Port Lewaigue Close.
The application seeks approval for the replace existing roof tiles with slate.
The application site is within an area recognised as being an area of “existing residential use”, under the Isle of Man Development Plan Order 1982. The site is not within a Conservation Area; nor within an area zoned as High Landscape or Coastal Value and Scenic Significance.
Due to the site location, zoning and the type of proposal, the following policies are relevant for consideration:-

The existing titles where red in colour; however, after being in place for a number of years they has lost their original colour and now appear a much darker colour. Furthermore, in certain places moss/lichens have covered certain parts of the existing roof again discolouring the colour of the original tiles.
The applicant wishes to replace the existing tiles with grey slate. This will result in the dwelling having a different roof finish and colour, and will also differ from the neighbouring (other part of semi) which currently has the same existing discoloured red tiles.
The surrounding area has a complete mixture of roof types (concrete, slate, red tiles) so the principle of a different material and colour is appropriate.
Overall, whilst the proposal would result in a different material and colour to the direct adjacent neighbour; it is not considered the proposal would have a significant impact. It could also be argued
that if brand new red tiles where installed, that these would also appear significantly more difference (even compared with proposed grey slate) than the neighbours roofing, given the existing tiles have been discoloured.
It is considered that the proposal would be comply with the relevant planning policies of The Isle of Man Strategic Plan (20th June 2007), and for the reasons set out in this report, it is recommended that the application be approved.
It is considered that the following meet the criteria of Government Circular 1/06 and should be afforded interested party status:-

The Department of Transport Highways and Traffic Division is now part of the Department of Infrastructure of which the planning authority is part. As such, the Highways and Traffic Division cannot be afforded party status in this instance.
