Department Of Infrastructure Planning and Building Control Division ### Memorandum To: Development Control Manager From: Stephanie Gray, Planning Officer Minerals and Waste Date: 11th June 2013 Re: PA 09/01544/B Extension to Existing Quarry, Stoney Mountain Quarry, Stoney Mountain Road, Eairy IOM ### Satisfaction Of Condition #### Description The Departmental application sought to extend the area of the existing quarry area by 3.6 Ha with mineral extraction at a maximum rate of 120,000 tonnes pa, with continued use of existing infrastructure and all ancillary works. The planning application was considered by an Inspector who advised on the need to address highways safety. Measures to address highways safety were to be reserved by condition 6 which required: > "A scheme for the improvement of Stoney Mountain Road for road safety purposes shall be submitted to, and approved by, the Planning Authority before any works are undertaken within the quarry to implement any part of this approval. The scheme shall include a programme for the implementation of the works which shall not exceed 18 months from the date of this notice. The approved works shall be maintained during the period of extraction of rock from the quarry." The applicant has provided details of the proposed traffic management scheme comprising matrix signals which will be installed on land within DOI control. The system will address several conflict points on the local road network where there is existing vehicular conflicts caused a combination of narrow carriageway, poor intervisibility between traffic flows and large vehicles (including existing quarry traffic). Highways Division has confirmed that it is satisfied that the vehicle actuated signs (ref drawing SM001), consisting of sign diagrams no. 516 with supplementary plate no. 575 will reduce the likelihood of the vehicle conflict by managing the interaction of quarry traffic and other road users through the narrow carriageway at the eastern end of the U53 and the junction of the B36/U53. In addition the vehicle detection unit associated with the vehicle activated signs will also record vehicle moments and classify them according to type. The data collected will allow the Highways Division to monitor the highway impact of existing and future development along Stoney Mountain Road. Recommendation The traffic management scheme proposed by the Department of Infrastructure – Operations Division comprising installation of vehicle activated signs matrix signals and monitoring via the vehicle detection unit satisfies condition 6 of pp 09/01544/B.
