The application site at Ballacaroon Farm, Mount Rule, Braddan comprises an unoccupied dwelling sitting directly adjacent to the road, together with a number of redundant stone and pre-fabricated outbuildings. The proposal involves demolishing the existing dwelling and replacing it with a new house set back from the road, while converting the existing stone barns into a single dwelling. The case went to Planning Committee because of the increase in floor space proposed. The barns were assessed as redundant, substantially intact, of architectural interest, and large enough to convert — meeting the requirements of Housing Policy 11. A detailed landscaping scheme for the site and courtyard area was also included. The proposal was assessed against Housing Policy 11 and Housing Policy 14 of the Isle of Man Strategic Plan 2007, and the general principle was found acceptable, with the site-specific impacts judged satisfactory.
The Planning Committee approved the application, in line with the officer's recommendation. The barn conversion element met the criteria of Housing Policy 11 — the buildings are redundant, structurally sound enough to convert, substantially intact, and of architectural interest. The replacement dwelling's repositioning away from the road improved highway visibility, and no adverse traffic or road safety implications were identified.
Condition 1
The development hereby permitted shall commence before the expiration of four years from the date of this notice.
Condition 2
This approval relates to drawing no.s SC1185-P/10/01, SC1185-P/10/02, SC1185-P/10/03, SC1185-P/10/04, SC1185-P/10/05, SC1185-P/10/06, SC1185-P/10/07, SC1185-P/12/01, SC1185-P/12/02, SC1185-P/12/03, 600.200 and 600.201 date stamped the 7th January 2011.
Condition 3
The landscaping scheme detailed within drawing no.s 600.200 and 600.201 date stamped the 7th January 2011 must be carried out in the first planting and seeding seasons following the completion of the development or the occupation of the dwellings, whichever is the sooner. Any trees or plants which within a period of five years from the completion of the development die, are removed, or become seriously damaged or diseased must be replaced in the next planting season with others of a similar size and species.
