SITE The application site forms the residential curtilage of Coolbane House, Main Road, Sulby, which is a two storey detached traditional property which is located on the northern side of the Main Road and west of the Sulby Crossroads.
The application site is within an area recognised as being an area of 'wood land' not zoned for development, under the Isle of Man Development Plan Order 1982. The site is not within a Conservation Area; however is set within an Area of High Landscape or Coastal Value and Scenic Significance.
Due to the zoning of the site and the proposed development the following policies are relevant to be considered:- "General Policy 3: Development will not be permitted outside of those areas which are zoned for development on the appropriate Area Plan with the exception of:
Policy 2: The present system of landscape classification of Areas of High Landscape or Coastal Value and Scenic Significance (AHLV's) as shown on the 1982 Development Plan and subsequent Local and Area Plans will be used as a basis for development control until such time as it is superseded by a landscape classification which will introduce different categories of landscape and policies and guidance for control therein. Within these areas the protection of the character of the landscape will be the most important consideration unless it can be shown that:
The previous planning application is considered relevant in the assessment and determination of this application:-
Alterations and extensions to dwelling (amendment to previously approved 01/1474) - 02/01199/B approved
Conversion of ground floor to residential, extension and installation of timber sliding sash windows to replace existing - 01/01474/B - approved
Change of use to retail gift/craft outlet - 94/01802/C - approved
The application seeks approval for the erection of a car port to the eastern gable elevation of the man dwelling house. The proposal would have a width of 8.1 metres, a depth of 7 metres and a ridge height of 5.4 metres.
Highways Division:- "Do not oppose has no traffic management, parking or road safety implication." The Authority has received no other privately written representations objecting to the application.
It is considered as the proposal does not relate to additional living accommodation but a car port, no consideration is need regarding the percentage increase of the existing floor area (i.e. Housing Policy 15 - 50\% threshold) as this relates to extensions. Even if consideration was given to Housing Policy 15, the proposal would still be under this threshold.
In terms of design, proportion and form, the proposal would have a pitched roof finished with a slate as the existing dwelling house. The frame of the carport would be constructed of Oak frame. Overall, it is consider being an appropriate form of development and in keeping with the existing two storey traditional property.
The proposal would have no adverse impact upon the residential amenities of nearby neighbouring properties, due to the design, size, landscaping around the site and distance from the closest neighbouring property (Ballacowell 50m).
It is considered that the proposal would comply with the relevant planning policies of The Isle of Man Strategic Plan (20th June 2007), for the reasons set out in this report, accordingly, it is recommended that the application be approved.
It is considered that the following meet the criteria of Government Circular 1/06 and should be afforded interested party status:
Lezayre Parish Commissioners The Department of Transport Highways and Traffic Division is now part of the Department of Infrastructure of which the planning authority is part. As such, the Highways and Traffic Division cannot be afforded party status in this instance.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This approval relates to the erection of a car port as proposed in the submitted documents and drawings 1999/10 01, 1999/10 02 and 1999/10 03 all received on 1st November 2010.
