The application site represents the curtilage of 29 Brunswick Road, Douglas. The building is a double fronted late Victorian or Edwardian property, which has been converted into flats.
Proposed is the installation of a replacement window. The window is located at basement level, on the left hand side of the front elevation. The existing window is a white timber casement and the proposed would also be a white timber casement.
The following previous planning applications are considered relevant in the assessment and determination of this application;
99/02107/B - Refused 07/04/00 Installation of replacement uPVC windows and door. 03/01032/B - Refused 10/10/03 Installation of replacement uPVC windows to front first floor elevation (flat 4).
Installation of timber casement windows to replace existing to front elevation (flat 4). 07/02121/B - Permitted 14/01/08 Creation of a window (proposed to the rear elevation).
The application site is located within an area designated as Predominantly Residential Use in the Douglas Local Plan Order 1998, Map No. 2 (South). The site is located within the Douglas (Selborne Drive) Conservation Area.
The relevant planning policies from the Isle of Man Strategic Plan 2007 are General Policy 2 and Environment Policy 35.
Policy 6 from Planning Circular 1/98 (The Alteration and Replacement of Windows), refers to windows within Conservation Areas and this policy is considered to be relevant to this proposal.
Douglas Corporation have no objection to the proposal.
No written responses have been received from the general public.
The site is located within the Douglas (Selborne Drive) Conservation Area, so the relevant policies from the Isle of Man Strategic Plan 2007 and Planning Circular 1/98 require development to preserve or enhance the area.
The existing window to be replaced is a white timber casement and the windows to the upper floors are also white timber casements. It is considered that casements would have been the original style of the windows in this property, as many of the properties in this area were constructed around the turn of the twentieth century and made the move away from sliding sashes to casements.
It is therefore considered that the proposed window would be an acceptable replacement, as it would have the same material, method of opening and pattern of glazing bars as the existing. The window would also be in keeping with the windows to the upper floors.
For the above reasons, this proposal is considered to be acceptable and is recommended for approval.
The local authority is, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (c) and (d), considered an "interested person" and as such should be afforded party status.
