The application site comprises of an area of land that is located south east of Nobles Hospital in Braddan.
The proposed development comprises of the construction of a pavilion building and is submitted as an amendment to the development previously approved under planning application 07/02146/B. The development is associated to the playing pitches that have approval on the adjoining land.
The application site has been the subject of two previous planning applications that are considered specifically material to the assessment of this current planning application:
Planning application 06/01967/B sought planning approval for the laying out of sports pitches and associated car parking on the land directing adjoining the application site for this current planning application. This previous planning application was approved on the 15th May 2007.
Planning application 07/02146/B sought planning approval for the construction of a pavilion building to accommodate changing rooms and club room on the same application site as the current planning application. This previous planning application was approved on the 25th April 2008.
The Isle of Man Water and Sewerage Authority do not oppose the planning application.
In terms of land use planning the application site is designated as land owned by Government in agricultural use under the Braddan Local Plan. There are no policies within the accompanying Planning Circular 6/91 that are considered specifically material to the assessment of this current planning application.
In terms of strategic plan policy, although the Isle of Man Strategic Plan contains policies identifying general planning considerations that are applicable to the assessment of a planning application, it is considered that there are no specific policies within the plan that are material to the assessment of this current application.
The planning application seeks planning approval for the construction of a pavilion building and has been submitted as an amendment to the development previously approved under planning application 07/02146/B following a number of changes made to the development during construction. The main differences between the development previously approved and that now proposed (i.e. as built) are:
i) The introduction of two external doors on the rear elevation of the building; ii) The omission of an external porch under the balcony; iii) A re-design of the entrance porch at the western end of the building; iv) Alteration, and simplification, of the glazing within the building; v) The replacement of one boiler flue with three smaller flues; vi) The omission of plant room grilles; vii) The re-alignment of the footpath between the car park and hospital; and viii) The re-design of an external staircase.
In terms of assessment it is considered that whilst there may be a significant number of alterations their overall impact is relatively minor. The general form and design of the building remains the same as previously approved and the changes do not adversely affect public amenity, private amenity or highway safety.
It is recommended that the planning application be approved.
It is considered that the following parties that made representations to the planning application should be afforded interested party status:
