The application proposed installing replacement windows and a new front door to the front (east) elevation of 24 Church Street, Peel, a three-storey Victorian terraced dwelling within the Peel Conservation Area. The existing windows are top-hung casements in a mix of white uPVC and painted timber; the existing door is stained timber with subdivided glazed panels above and is not considered original. Officers assessed the proposed replacement casement windows as acceptable, finding their glazing sections sufficiently similar to the existing ones, with no policy preference for a particular material. However, the proposed replacement door was judged not to preserve or enhance the character or appearance of the conservation area, failing Environment Policy 35 of the Isle of Man Strategic Plan 2007. Because planning officers cannot recommend split decisions — approving the windows while refusing the door — the entire application was refused.
The proposed replacement door was found to fail Environment Policy 35, which requires development in conservation areas to preserve or enhance their character and appearance. Although the replacement windows were considered acceptable, officers are unable to split a decision, so the application as a whole was refused.

It is necessary to assess the impact any development adjacent to conservation areas may have on such views.
