1.1 The above application was permitted on 22nd November, 2010, subject to a number of conditions, one of which stated the following:
"Prior to the commencement of any works on site, there must be approved a planting and management plan for the whole site defined in red on the approved drawings, which indicates a future programme of planting and reinforcing the existing wooded areas. The advice of DEFA should be sought in this respect. The plan shall be implemented in accordance with the details and times specified within the plan.
Proposal
2.1 The applicant has submitted a plan reference 10 following discussions with the Department of Environment, Food and Agriculture Forestry Officer and details of a licence to fell 8 larch trees and 5 Sitka spruce towards the western edge of the site. Some of these are required to be removed as they would be very close to the house which has approval and others which could be retained but which have approval from the Forester for removal.
2.2 The plan shows a protected area outwith which no access will be permitted during construction which should protect the existing trees to be retained.
2.3 Additional trees will be planted in the form of 8 silver birches, ten hawthorns and six mountain ashes all outwith the protected area which should ensure their longer term future.
Recommendation
3.1 The development of the site will both result in the loss of trees but will at the same time ensure that the woodland is managed and that new trees are planted. What is proposed is considered to be reasonable and relates well to what has been approved.
3.2 It is considered that the proposal satisfies condition 4. Miss Sarah Corlett Development Control Manager
