PROPOSALS: Proposed is the installation of an electronic Nave Organ and associated speakers, the alteration of all pews on to the aisles to make them moveable and the painting and insulation of the Vestry.
Peel Town Commissioners "recommend refusal as it is their view that the removal of pews should not be allowed and that the current pipe organ be retained as an integral feature of this important building situated within the town's conservation area."
As the Cathedral is Registered Building (RB 204) and located within the Peel Conservation Area designated in 1990, the content of this application has been considered with particular regard to Policy RB/5 ALTERATIONS AND EXTENSIONS as set out within Planning Policy Statement 1/01- Policy and Guidance Notes for the Conservation of the Historic Environment of the Isle of Man.
This application is the result of substantial pre-application discussions with the Rev. Canon Godfrey and the local secular expert on church organs. This application has come about as a result of the desire to correct the acoustic flaws associated with the existing Pipe Organ which, it is understood, does not match with the acoustics of the Cathedral and in doing so, to better utilize the Cathedral. These works are not intended to result in the removal of the Pipe Organ as raised as a concern by the Local Authority, but are intended to supplement and enhance the aural activity within the building. In tandem with the installation of this new electronic organ, positioned as it is to allow the organist to see and lead the congregation, is the installation of associated speakers. These are located such as to provide the best acoustics and by being painted black, should not appear overly unsightly within the roof space. Their location and method of fixing was discussed at length. The alteration of the pews comes as a response to the desire for churches to be more flexible in terms of the way in which they may be used. As the pews are retained and re-used and taking into the consideration set out above, these works are considered acceptable.
The works to insulate and paint the Vestry have not been discussed prior to the submission of this application and are in some ways, the most contentious aspect of this application. Whilst the reasoning is understood, it is difficult to consider that these works either preserve or enhance the
character of that part of the Registered Building as the works essentially obliterate the timber panelling finish. In doing so, this part of the application is not acceptable.
I will discuss this with the Reverend with a view to this aspect of the application being removed in order to recommend approval of the other acceptable parts of this application.
This issue was discussed with the Reverend Canon Godfrey who formally withdrew this aspect of the application. The amendment to the application has been re-circulated without comment and the remainder of the application is acceptable.

The development hereby permitted shall commence before the expiration of four years from the date of this notice.
This approval relates to the works outlined in the Location Plan Drawing No. 0804/01 and the submission entitled 'Notes for Application for Registered Building Consent' all Date Stamped 06 May 2010 but with the exception of the interior painting and insulating of the ceiling of the Vestry as confirmed in the letter from The Revd. Canon Nigel Godfrey MA, MBA, MSc DipTP dated 7th July 2010.
I confirm that this decision accords with the appropriate Government Circular delegating functions to the Senior Planning Officer.
