Hopefully the above will help to answer many of the questions raised by some of the residents of Silverburn Drive (numbers 6, 7, 10 and 14), and below are further responses.
Mrs Janet Moon (No 7), S Bookless (No 10) and P Wilson (no 14) all signed a typed letter to the Planning committee.
Points 1-3 relate to patient parking.
We are concerned that our neighbours felt that the surgery parking was causing ‘congestion’ and ‘general nuisance’. These neighbours have not approached us with their concerns at any time in the past 3 years, however, we have conducted a parking audit over February 2011 to see if we can identify any problem areas we need to address. The audit took the form of a time/date stamped photograph to be taken by reception staff every hour through the working day. This was taken from the junction of Douglas Road and Silverburn Drive outside number 3 Silverburn Drive. (Appendix I).
Over a period of 3 three weeks 95 photographs were taken over 93 times of day. Though the aim was to take a picture every hour, in reality the timings were a little more irregular. However, we feel that the pictures taken give a good indication of the types of parking activities at the entrance to Silverburn Drive.

As you can see from the figures above most of the parking on Silverburn Drive is due to normal resident activities, with minimal impact of patient parking. We do not feel that patient parking causes congestion or access problems into the Silverburn Estate, or onto residents’ driveways. As can be seen in the photographic evidence, the only car permanently parked on Silverburn Drive is the dark red Ford Ka belonging to number 6 (while his 2 driveways with parking for 4 cars remaining empty).
Several residents on the estate have mentioned that since the practice has opened that there are now fewer cars parked near the entrance to the estate. They equate this to a) fewer cars parking from the offices across the road and b) fewer cars parked long term from the airport.

The 'garage' has never been used as a parking space, so there are still 3 parking spaces for staff on the hard standing off Douglas Road. (As mentioned in the estate agents particulars when we bought the property (Appendix II).
Though we are no longer contracted to provide NHS dental care we still provide high quality dental care for patients from the local community. Also NHS dentists across the island refer patients to our practice for more specialised treatments such as orthodontics, endodontics and implants. Abbey Dental also takes part in the island's emergency NHS dental scheme.
Mr Bookless (Number 10), additionally worded some concerns as to availability of parking outside his home. Looking at the photographs from our audit, there were no patient cars were photographed outside number 10; it is unlikely that any of Abbey Dental's patients park that far down Silverburn Drive. However as many of number 10's neighbours and their friends have cars which park legally on the road, maybe a reserved parking bay could be arranged outside his property, additional to the spaces on his drive.
In addition to the above comments we would like to respond separately to some of our neighbours' objections.

Mr Keeley and Ms Bradbury have supplied 39 photographs; these can be split into 19 different occasions over 3 years. All show cars parked on Silverburn Drive, mostly in front of number 6 (16 occasions). Many show the Abbey Dental car park empty or with only one car parked. 18 of the occasions show cars parked legally along Silverburn Drive. Whether the cars belong to patients cannot be determined, as we were not informed of when they were taken. Of the 16 incidences recorded cars parked in front of number 6; 15 cars were legally parked (before the kerb to number 6's extra drive had been dropped) and only one was parked in front of the new dropped kerb (picture 26 shows that the new drive was inaccessible for parking a car as still contained a large building sack). Pictures 26-29 actually show Mr Keeley and Ms Bradbury's own car parked outside their drive.
There are 2 occasions where my own car is photographed parked legally at the end of Abbey Dental's ramp on Silverburn Drive. This is not my usual practise when working from the practice. Having been on maternity leave for just over a year I have popped in from time to time. The last of the photographs (13/1/11) actually show me loading the pram and baby into the car.
When working at the practice all staff must park off Silverburn Drive as mentioned previously.
I would like to add one further piece of information about patient parking. There are 15 privately owned dental practices on the Island; some of which are contracted to provide an NHS services alongside their private work. Below is a table to show the parking they provide their patients and staff.
*opening in 2008; now boasts 5000 patients (Manx Tails 2011) This makes Abbey Dental one of only three privately owned dental practices, on the Isle of Man, to provide any patient parking facilities.
As a family run dental practice, Abbey dental aim to provide high quality dental treatment in a relaxed environment. We are more concerned with high quality care rather than high throughput. We feel that the proposed extension will improve the quality of dental care we provide still further without compromising on internal space for staff and patients alike. The extension will provide much needed insulation for our plant equipment and will serve to facilitate the highest standards of cross infection control and patient care.
