This report has been prepared by Caroline Perry of Island Land - Based Services Limited. I have an Honours Degree in Agriculture Science from Nottingham University and am a Member of the BASIS Professional Registry. After leaving University I worked for Laurence Gould Consultants and Carter Jonas Chartered Surveyors in the UK. Much of this work involved provision of a full farm management service on behalf of private and institutional clients. Since 1993 I have provided technical and financial advice to the agriculture industry on the Isle of Man. Firstly as an agricultural adviser for DAFF and then in 2005 I set up my own company Island Land - Based Services Limited. Much of this work involves advising farmers on capital investments and the lhg implications it will have on the farming business. I currently work for farmers, agricultural and public sector organisations and Government Departments in the Isle of Man.
This report has been prepared to explain the reasoning for applying for planning approval to change the use of the existing wood clad portakabin
Application number: 09/01263/R for retention of existing portakabin for use as ancillary living accommodation was refused ref: letter dated 25th November 2009. This new application is to apply for approval to change the use from ancillary living accommodation to agricultural use only. As a fully registered and approved agricultural holding with responsibilities under the Countryside Care Scheme, Health \& Safety Legislation and Farm Assurance additional essential storage and washing/disinfection areas are actually required on the farm as a priority. As the application for ancillary living accommodation has been refused this portakabin could easily be converted to meet the agricultural requirements required under legislation.
This would contain storage containers for animal medicines and plant protection products. Under legislation these need to be stored in locked, secure, impervious containers away from livestock. Some animal medicines also need to be stored in a fridge. The remainder of this room would be used as a farm office where livestock recording, health \& safety records and other records which are required for farm assurance and legislation can be recorded and then stored.
The second room would be dedicated to enhancing farm biosecurity and providing welfare facilities for agricultural contractors and workers who regularly have to do work on the farm including dipping and shearing. This facility would include the use of a shower \& toilet and an area where workers can change clothing or footwear prior to going onto another farm or if their clothing becomes contaminated. There would also be impervious bags available for storage of contaminated clothing prior to disposal or cleaning. Towels, soap, disinfectant and change of clothing would be available.
It is appreciated that there is an existing agricultural building on the farm but this is not suitable for the uses explained above for the following reasons. 1 / Medicines/plant protection products need to be stored, securely away from livestock. 2/ There are no washing facilities in the existing agriculture building. 3/ In cases of personal contamination it is essential that agricultural workers can clean/disinfect and change in areas away from the main farm areas.
This portakabin had been on the farm for about 18 months prior to been clad in wood. In its original condition it distracted from the natural beauty of the area and was of little use apart from basic storage. It is now tucked away behind the house and is much more inconspicuous. It has all the essential requirements for the proposed agricultural use and therefore would become a real asset and ensure all the conditions of the Countryside Care Scheme, Health \& Safety Legislation and Farm Assurance could be complied with.
