The Site
The application site relates to 20 Derby Road, Peel, a mid terrace property situated on the southern side of the road.
The Proposal
This application seeks approval for the installation of replacement windows to the rear elevation of the property. The existing windows are timber casements (not original to the property) and the proposed windows would be uPVC casements.
Planning Status
The application site is located within an area identified as being Residential use by the Peel Local Plan. The site is not within a conservation area however the property was built before 1921 and so the provision for replacing windows set out within the Permitted Development Order does not apply.
Planning History
The following previous planning application is considered relevant in the assessment and determination of this application:
03/01786/B sought approval for the installation of replacement windows to the front elevation. This was permitted.
Representations
Peel Town Commissioners recommend that this application be approved. The Highways Division has made no comment on this application.
Assessment
The proposed windows would be an improvement over the existing windows which are not original to the property and are in poor condition. The glazing bar arrangement of the proposed is closer to that of the original windows which would have been sliding sash.
It is judged that on this basis the proposal is unobjectionable.
Recommendation
Permit.
Party Status
It is considered that the following parties, who submitted comments, accord with the requirements of Planning Circular 1/06 and are therefore, afforded Interested Party Status:
Peel Town Commissioners Accordingly the following parties are not granted Interested Party Status: The Department of Transport Highways and Traffic Division is now part of the Department of Infrastructure of which the planning authority is part. As such, the Highways and Traffic Division cannot be afforded party status in this instance.
