This document is intended to support the full planning application for Ballingan Farm.
The intention is for this document to assist the Planning Office to see the owners vision for Ballingan Farm.
The plan for the farm is simple, to regenerate the outbuildings and to incorporate a farmhouse back to its original location (see attached photograph - Ref Ballingan Circa 1970). The building and renovation work to be sympathetic to its surroundings, of a Manx vernacular and of a non-contentious design.
Ballingan Farm was sold in its entirety recently. The farmland has been sold to the incumbent tenant farmer (approx 110 acres) for continued beef farming, which leaves the farm outbuildings, farmhouse and a field (approx 12 acres) falling into disrepair and without any useful function (buildings not required now that farm has gone from dairy to beef).
The existing farmhouse - building H (approx 1050 sq ft ) built circa 1950 was a replacement for the original farmhouse, which sat adjacent to the outbuildings in the courtyard. The existing farmhouse is no longer fit for purpose, being built last century for a farmer and his wife.
By placing the new farmhouse (approx 5980 sq ft measured externally / 5400 sq ft measured internally living accommodation new build) back to its original location, we can demolish the existing farmhouse and put the area (approx 13000 sq ft ) back to woodland.
With the farmhouse demolished and the area planted with trees the new development will almost be completely hidden from the road.
We intend to use as many renewable energy sources as are practicable for a development of this size. We would like this to incorporate; geothermal heating (Air \& Ground), A heat recovery system, solar panels, grey water recycling, water harvesting. We would also like to use Wind power, however, we understand that this would be for a separate planning application.
If nothing is done to the current buildings and land, it will fall into disrepair and the buildings will be lost.
We are not building on any green field sites within this development. All building work will be on brown field sites. There will be a net reduction in ground coverage of buildings on site by approx 840 sq ft (demolition of the Dutch barn/wooden cattle barn and steel structures - buildings D, E \& G)
None of the building work for the farmhouse falls under a tree canopy and no trees will be felled other than those previously licensed for removal by DAFF under license no 15758 .
Our development fits within the Isle of Man Strategic Plan under the following sections:

1: Planning Approval in place for access road (09/00652/B). 2: Renovate two of the existing outbuildings to a habitable status (buildings A \& B). 3: Renovate third outbuilding (building F) and attach to farmhouse. 4: Demolish existing 1950's farmhouse (building H) and put approx 0.5 acre back to woodland to screen the development from the road. 5: Further planting schemes at North end and to East of field extending to approx 1 acre. 6: Use of renewable energy sources. 7: Fits many of the criteria laid out in the IOM Strategic Plan.
Building to guard against heat loss and maximise solar gain To incorporate Solar panels to south facing roofing To incorporate the use of efficient lighting schemes
Reduce water consumption with the inclusion of rainwater harvesting and a grey water recycling scheme for toilets/showers/gardening
Use locally sourced materials where possible to reduce pollution from transportation
To increase 2 or 3 fold from standard the levels of insulation in the walls and roof (Porch will act as an airlock to reduce heat loss) Minimise thermal bridging with the use of double glazing (argon gas filled)
To introduce a planting scheme across the far end of the field approx 1 acre and to plant out with trees to the front and side (See drg nos WL/10/1151/5)
