This application sought permission for lighting along the access road and car park of an approved football ground and clubhouse south of Colby Railway Station, in an area designated as Open Space and of High Landscape Value and Scenic Significance. Lighting had been specifically excluded from the earlier approval (PA 09/0340), which required any revised scheme to be lower in height and profile to reflect the rural setting. The amended scheme reduced access road lamp standards from 5 m to 4 m in height, increased the number of columns from nine to eleven, and revised car park light specifications to reduce spill — with the updated lighting diagram showing that light would not reach residential properties to the north or extend as far as the railway line. The officer considered these reductions sufficient to overcome the concerns raised previously.
The lamp standards along the access road were found to have an unacceptable impact on the rural character of the area, and the level of car park illumination was judged excessive and intrusive, with the columns constituting an unnecessary urbanising influence.
