The application site relates to the curtilage of Field 214401, Ballasalla Farm, Coast Road, Jurby. The field that forms the application site is to the West of the main farm buildings.
Proposed is the erection of a "L" shaped stable block comprising of five stables and a tack room and would be situated approximately 1 m closest point from the boundary of the field. The stable block would be constructed of timber boarding; the roof would be finished with a grey metal clad roof system.
The previous applications are not considered specifically material in the assessment of the application.
The application site is within an area zoned as "High Landscape Value or Coastal Value and Scenic Significance" identified on the 1982 Development Plan. Given the nature of the proposal it is appropriate to consider Environment Policy 19 and Environment Policy 21 of the Isle of Man Strategic Plan (20th June 2007).
CONSULTATIONS
Jurby Commissioners have no objections but suggest that a condition be added that the building is not to be converted into living accommodation at a later date.
Highways Division do not oppose as it has no traffic management, parking or road safety implications.
Given the nature of the proposal, it is appropriate to consider the following policies from the Strategic Plan.
Environment Policy 19:
"Development of equestrian activities and buildings will only be accepted in the countryside where there will be as a result of such development no loss in local amenity, no loss of high quality agricultural land (Classes 1 and 2) and where the local highway network can satisfactorily accommodate any increase in traffic (see Environment Policy 14 for the interpretation of Class 1 and 2)."
Environment Policy 21:
"Buildings for the stabling, shelter or care of horses or other animals will not be permitted in the countryside if they would be detrimental to the character and appearance of the countryside in terms of siting, design, size and finish. Any new buildings must be designed in form and materials to reflect their specific purpose; in particular, cavity-wall construction should not be used."
Having considered the above policies, the main issues that need to be addressed are the siting, design, scale, form, materials, amenity and potential loss of high quality agricultural land.
As mentioned in the above policies sheltering/stabling for animals will be permitted in the countryside if it is not detrimental to the character and appearance of the countryside. It is considered that the proposed stable block would be appropriate in terms of the construction materials and its siting.
It is judged that the stable block constructed of timber would complement the rural character of the area and would not adversely affect the landscape.
The Strategic Plan refers to new buildings of this nature should be sited so they are in close proximity to existing building groups, and are designed not only to blend in with the surroundings but also to suit their specific purpose.
The proposed stable block would be sited close to the existing building group and would be approximately 22m from the implement and feed store. Given the proposed siting of the stable block it would be partially screened by the existing boundary treatment.
The proposed stable block would not be highly visible from the public thoroughfare; therefore it would not be detrimental to the character and appearance of the locality.
For the above reasons the application is considered to be acceptable and is recommended for approval.
The local authority is, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (c) and (d), considered an "interested person" and as such should be afforded party status.

The Department of Transport Highways and Traffic Division is now part of the Department of Infrastructure of which the planning authority is part. As such, the Highways and Traffic Division cannot be afforded party status in this instance.

The development hereby permitted shall commence before the expiration of four years from the date of this notice.
This permission relates to the erection of a timber stable block shown in drawings 01 Rev A, 02 Rev A and 03 Rev A received 10th September 2010.
The stables may be used only for the keeping of horses and shall remain incidental to the use and enjoyment of the property labelled Ballasalla Farm House on drawing 03 Rev A.
I confirm that this decision accords with the appropriate Government Circular delegating functions to the Senior Planning Officer.
