The Authority will complete a detailed pre-construction survey of the proximity of the Works, including planned access and egress and in particular that part of the haul route from the A3 into the B16 and onto the Works entrance (NE70428_1015 point A1).
Additionally, it shall be a condition of contract that the Principal Contractor carry out his own survey for any additional routes, access, egress etc arising from the development.
The Principal Contractor will have an obligation under contract to liaise with the Department of Transport Highways Division in respect of his traffic management proposals as soon as is practicable. Signage will be placed to give road users and pedestrians adequate warning of the possibility of vehicles, heavy plant and personnel moving and working in the vicinity. Signage must also have good stability, include the name of the Contractor and an emergency number and be regularly cleaned.
After consultation with the Department of Transport, there are no particular comments regarding the envisaged type, loading, volume and frequency of traffic movements along the B16.
It will be an obligation for the Principal Contractor to work closely with the local constabulary and others to ensure that any special vehicle movements are managed in a safe and efficient manner.
It will be a condition of contract that the Principal Contractor will keep the B16 road in a clean, safe and serviceable condition throughout the works and will carry out any permanent repairs and resurfacing on completion.
It will be a condition of contract that haul vehicle movements are limited to outside peak/ school closing hours.
It is recommended that permission be sought to install a temporary mirror at the junction from the A3 into the B16. This mirror will be removed, or covered over, during TT and MGP racing.
It is recommended that permission be sought for a temporary 15-20mph speed limit. Permission will need to be granted by the Department of Transport.
To minimise ongoing environmental impact the Authority will have a right of access utilising an existing track (as indicated on NE70428_1015 by the points B1 to B2).
This track will not be required until after completion of the SR and then will only be required for emergency and occasional maintenance. It is envisaged that this will typically be:
4WD type vehicle, off peak hours, once per week to undertake a condition survey 4WD type vehicle, off peak hours, once per week to undertake sampling activity 4WD type vehicle, off peak hours, summer months, once per month to undertake grounds maintenance activity
Additionally, every 3 years the SR will require planned maintenance. This will require 4WD type vehicle movements, averaging 2 per day, for a period of around 10 weeks.
As this is a private track, there will be no right of access for the general public.
Very rarely there will be unforeseen activity, where possible this has been removed or mitigated. However, if there were a major water quality issue then the SR may have to be cleaned down outside the planned maintenance period.
It will be part of the method statement and operations manual for the new SR that parking will be limited to properly risk assessed locations only and that, where required, in accordance with the Street Works Act, temporary signage will be clearly displayed.
The Authority, Principal Contractor and Planning Supervisor will work together to ensure all likely risks associated with working in and around the public highway are properly assessed and managed.
