The application site represents the residential curtilage of Ben Veg, The Colony, Port Lewaigue, Ramsey. The property is a detached dormer bungalow which lies on the east side of The Colony and southeast of Ramsey.
The applicants also own 'Carrick House' which is directly adjacent to the south of the application site.
The site is located within an area identified as 'existing residential use', under the Isle of Man Development Plan Order 1982. The site is not within a Conservation Area; nor within an area zoned as High Landscape or Coastal Value and Scenic Significance.
There are no previous planning applications which are considered relevant to the assessment and determination of this application.

The Department of Transport Highways Division have indicated no objection to this planning application.
The owner/occupier of Greycot, The Colony Church Road, has no objection to the application which has been proposed and has asked to be awarded Interested Party status.
The Authority has received no other privately written representations objecting to the application.
The application seeks approval for the alterations and erection of an extension to dwelling house. The main extensions include the installation of a continuous dormer window, incorporating three windows to eh rear elevation and the erection of a single storey sun room extension, again to the rear elevation.
In terms of the installation of the large dormer window to the rear elevation, the main issues are the visual impact the proposal would have upon the dwelling and the potential for introducing overlooking resulting in a loss of privacy over the neighbouring property 'Carrick House'.
The design of the dormer window has been taken from the existing front dormer which has a curved roof above the window. This has been continued to the rear dormer, as has the window fenestration and panelled windows. Overall, it is considered the proposals would be appropriate for this dwelling.
Regarding potential overlooking, the dormer would be approximately 14 metres from the rear boundary and 28 metres from the rear elevation of 'Carrick House'. The rear boundary is currently overgrown, which would seem to be due to the dwelling being unoccupied currently. However, this boundary would still likely be very substantial even if trimmed, and would screen any views towards 'Carrick House'. Even without such landscaping it is considered given the distance between the two properties, overlooking would be limited. Consequently, the proposal from this aspect would also be appropriate.
In terms of the proposed sun room the neighbouring property 'Greycot' has the potential to be impacted the most. This neighbouring property is located to the east of the application site. The proposed sunroom would be sited approximately 5 metres from the boundary shared with this property.
Initially there were concerns of overlooking, due to the sunroom having directly facing windows towards the neighbouring property. However, after visiting the site, it became apparent this would not occur, given the neighbouring property has benefited from a single storey flat roofed extension which runs along the majority of the rear garden boundary of the application site. Consequently, due to this extension and existing landscaping along the eastern boundary of the site, the proposed sun room would not result in any adverse impacts upon the residential amenities of 'Greycot'.
The design, size and proportion of the extension again are considered to be appropriate for the dwelling.
It is considered the proposal would comply with The Isle of Man Strategic Plan (20th June 2007), for the reasons set out in this report, accordingly, it is recommended that the application be approved.
It is considered that the following parties meet the criteria of Government Circular 1/06 and should be afforded interested party status:

The Department of Transport Highways and Traffic Division is now part of the Department of Infrastructure of which the planning authority is part. As such, the Highways and Traffic Division cannot be afforded party status in this instance.

The development hereby permitted shall commence before the expiration of four years from the date of this notice.
This approval relates to the alterations and erection of an extension to dwelling house as proposed in the submitted documents and drawings 10/0663/1, 10/0663/2, 10/0663/3 and 10/0663/4 all received on 24th May 2010.
The external finishes of the extension must match those of the existing building in all respects. I confirm that this decision accords with the appropriate Government Circular delegating functions to the Senior Planning Officer. Decision Made: Permitted
