The site represents the curtilage of Castle Rushen High School which is located on the southern side of Arbory Road oppose the Buchan and alongside the Southern Swimming Pool. The school is a large building encompassing older and modern elements and with a sports hall, tennis courts and playing fields within its curtilage. The works which are proposed in this application relate to more modern elements of the complex.

The site is identified for school purposes on both the 1991 Castletown Local Plan and the draft Southern Area Plan which was published on 23rd October, 2009.
Now proposed is the installation of a new window in the first floor of the front elevation and the installation of new access doors in the same elevation, replacing an existing set of double doors and glazing.

The proposed modifications to the building are minor and set back from the public highway. The new doors will rationalise the elevation and improve its appearance. As such there is no adverse impact from the proposed work.
The local authority is, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (d), considered an "interested person" and as such should be afforded party status.
The Department of Transport Highways and Traffic Division is now part of the Department of Infrastructure of which the planning authority is part. As such, the Highways and Traffic Division cannot be afforded party status in this instance.

The development hereby permitted shall commence before the expiration of four years from the date of this notice.
This permission relates to the installation of a new window and replacement doors all as shown in drawings reference 100, 101 and 102 all received on 8th March, 2010.
