The site represents the curtilage of a residential property situated on the northern side of St. Mary's Road between The Court House and Breagle Glen to the north. The property is a detached, two storey dwelling with an orange tiled roof, rendered walling and square and horizontally proportioned windows. The dwelling is not of a particular style of character. On the front elevation which faces south onto St. Mary's Road has a single storey lean-to annex with a sheeted roof, part of which has solar panels installed on it.
The site lies within an area designated on the Port Erin Local Plan and the draft Southern Area Plan which was published on 23rd October, 2009 as Residential. The site lies opposite a Registered Building (RB 6) - Primrose Cottage - a small thatched cottage.
Planning permission was sought and granted for the installation of replacement windows, a side extension and a temporary wind generator under PAs 01/1048, 04/0797 and PA 04/1841. The permission for the wind turbine was for a twelve month period only which expired on 26th September, 2006 - however, the turbine is still in place. Planning permission was sought and refused for the installation of dormer windows in the roof under PA 89/0060.
Now proposed is the installation of photovoltaic panels on the southern elevation of the main roof. These will extend across the whole of the lower part of the roof to a height of 810 mm above eaves level.
Following discussion with the applicant and revelation that the existing solar panels do not have permission, he has agreed that the application should cover both the proposed and existing panels and this has been passed on to the local authority who have taken this into account and who have no objection.
The Strategic Plan makes reference to renewable energy at Section 12 where such developments are encouraged provided that they do not conflict with other policies in the Plan. In this respect the critical issues are the visual impact of the proposed panels and the impact on the streetscene. The existing dwelling is of no particular architectural importance and is outside the proposed Conservation Area shown in the draft Southern Area Plan. The proposed panels will have more of an impact than the existing ones as the existing panels are set on a dark coloured corrugated sheeted roof whereas the proposed panels will be sited on a red tiled roof. However, it is not considered that this will create an adverse visual or other impact and as such is not contrary to Environment Policy 5 or General Policy 2.
The local authority is, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (d), considered an "interested person" and as such should be afforded party status.

C 2. This permission relates to the installation of solar panels, including those already installed, as shown in the photographs and drawings all received on 11th March, 2010.
