The application site relates to Ellan Vannin/Packet House, The Quay, Castletown. The existing property is a Registered Building within a Conservation Area identified on the Draft Area Plan for Castletown (October 2009) and is recognised as a Conservation Area on the Castletown Local Plan 1990. The building is currently used as a dwelling. The site is located on the South side of Castletown Harbour.
Proposed and internal alterations to the existing dwelling to revert to two dwellings. There are no proposed alterations to the external appearance of the building.

The building within the application site is a Registered Building and is within the Castletown Conservation Area identified on the Castletown Draft Area Plan 2001 and it is located in a Conservation Area on the Castletown Local Plan 1990. It is appropriate to consider Environment Policy 35, Environment Policy 32 and Transport Policy 7 of the Isle of Man Strategic Plan (20th June 2007).
Highways Division do not oppose as it has no traffic management, parking or road safety implications. No significant increase in traffic. Castletown Commissioners have made no comment with reagard to the application.
Given that the application site is within a Conservation area and is a Registered Building, Environment Policy 35 should be considered, which states: "Within Conservation Areas, the Department will permit only development which would preserve or enhance the character or appearance of the Area, and will ensure that the special features contributing to the character and quality are protected against inappropriate development."
It is considered that the proposal would not harm the character and quality of the environment as there would be no external alterations to the building. Although the proposal would not preserve or enhance the character or appearance of the area, it is considered that it would have a neutral effect, but would not be judged as harmful.
Given that the proposal is to revert the property to two dwellings, it is appropriate to consider highways issues, by applying Transport Policy 7, which states: "The Department will require that in all new development, parking provision must be in accordance with the Department's current standards.

Having consulted the above mentioned policy, it is considered that the parking standards may be relaxed in the instance of this proposal. The application site is located within a short distance from established bus routes, and is within walking distance of local amenities. It is judged that the lack of parking would not result in an unacceptable rise in on street parking.
The existing property is a Registered Building, therefore should be assessed in light of Environment Policy 32, which states: "Extensions or alterations to a Registered Building which would affect detrimentally its character as a building of special architectural or historic interest will not be permitted."
The proposal would not have a harmful impact on the character or the special architectural or historic interest that the building has. The only alterations proposed are internal; it is judged that the proposal would not affect the amenity of local residents.
For the above reasons the application is considered acceptable, and is recommended for approval.
PARTY STATUS The local authority is, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (c) and (d), considered an "interested person" and as such should be afforded party status.
The Department of Transport Highways and Traffic Division is now part of the Department of Infrastructure of which the planning authority is part. As such, the Highways and Traffic Division cannot be afforded party status in this instance.

C 2. This permission relates to the alteration to the existing dwelling to revert to two dwellings shown in drawings 4297/LP, 4297/SP and 4297/EX1A date stamped 17th March 2010 and 4297/P1A received 29th April 2010.
I confirm that this decision accords with the appropriate Government Circular delegating functions to the Senior Planning Officer.
