The application site represents the curtilage of Edelweiss, Glenlough Circle, Glen Vine, Marown. The property is a single storey bungalow situated towards the top of the cul-de-sac.
The application site is located within an area identified as being Predominantly Residential use by the 1982 Development Order.
The following planning application is considered relevant in the assessment and determination of this application.
08/01032/R sought retrospective approval for the conversion of car port to a shed. This was refused at appeal.
Marown Parish Commissioners have not commented on this application.
The Highways Division does not oppose this application. The owner/occupier of Granane, Glenlough Circle objects to this application on the grounds that the there have been unlawful developments carried out on the site in the past and the proposed shed will result in an adverse visual impact.
This application seeks approval for the erection of a timber shed with felt roof in the rear garden. The shed would have approximate dimensions of 2.6 metres by 1.95 metres with a height of 2.01 metres. There would be a door and two glass windows on the south facing elevation. The shed would be close to the northern boundary of the property and would be used for domestic storage.
With regards to the comments received from the owner/occupier of Granane, the structures in question (the converted car port and the shed erected at the southern end of the garden) are separate to this application. The existing shed has a foot print area of 12.5 sq.m which is within the parameters of the Permitted Development Order (PDO). There is no requirement under the PDO for a certain minimum distance to be maintained from the boundary of the site. The shed proposed by this application requires planning approval as there is an existing shed within the curtilage of the property and the PDO allows for only 1 shed. Any additional sheds require an application for planning permission to be submitted and is to be assessed on its merits against relevant planning policies.
The shed proposed would not be readily visible from Granane and would have no adverse impacts upon the amenity of that property so as to warrant refusal. The rear garden is relatively large and the proposed shed is of a domestic scale which would not be visible from public thoroughfares. The shed would not adversely affect the amenity of adjacent properties so as to warrant refusal and accordingly it is judged that the proposal is acceptable.
Permit.
It is considered that the following parties, who submitted comments, accord with the requirements of Planning Circular 1/06 and are therefore, afforded Interested Party Status:
Marown Parish Commissioners. The owner/occupier of Granane, Glenlough Circle The Department of Transport Highways and Traffic Division is now part of the Department of Infrastructure of which the planning authority is part. As such, the Highways and Traffic Division cannot be afforded party status in this instance.
