Design Statement
1.0 Introduction
Professional Lighting Design (PLD) has been employed to evaluate and improve the current lighting at St John’s Mill. This statement includes:
2.0 Existing Site
St John’s Mill is situated on the bank of the River Neb which once powered the mill. It is within walking distance of the Tynwald Mills Craft Centre and is opposite some domestic residences. The car park for the mill is situated on the opposite side of the river and is accessed by vehicle from Poortown Road (A20) or via a short walk through the trees and across a bridge for pedestrians.
The car park is currently light by two ‘streetlight’ style lighting columns although it has planning permission for this to be replaced with ‘bollard’ style lights.
The garden walk way (between the mill and the car park) currently has unsuitable lighting positioned on top of columns. This lighting affects the neighbouring properties due to high levels of spill light creating intrusive light pollution.

3.2 Due to the location and environmental setting (classified as environmental Zone E1: a national Park or area of outstanding natural beauty) we should be conscious that any new lighting should be sympathetic and limit the amount of obtrusive light.

The proposed lighting design should reduce the energy consumption used by the existing light fittings this can be achieved by using energy efficient and sustainable lighting solutions which will reduce running costs and the annual maintenance costs.
Whilst still considering the obtrusive nature of light, we can also use artificial light in a controlled manner to highlight significant features of the immediate environment and increase visitor’s a sense of place.
The proposed lighting design should address the areas that currently have insufficient light levels i.e. The garden walkway and provide suitable task lighting in the car park for getting in and out of vehicles in safe manner.
By replacing the existing street columns with fittings that house a lamp with a suitable Luminaire angle, we can reduce sky glow and improve the level of luminance on the road surface of the car park.

Introducing directional illumination along the length of the footbridge will provide sufficient levels of luminance to negotiate the crossing safely but reduce the amount of light spill and light pollution that is intrusive to the neighbouring properties.
Once inside the garden we will continue the concept of direction illumination focused downwards towards the path ways but also introduce some feature lighting i.e. to key trees or seating areas. This will enhance visitors’ sense of place by highlighting the presence of trees and foliage around them which may not be evident during hours of darkness.
