The site represents a small piece of land situated to the south west of the main road through Balthane Industrial Estate, located in between two existing buildings - plot 7 and Matrix House, a storage facility. Planning permission was refused for the erection of an industrial unit on the Matrix House plot, under PA 07/0064 for reasons relating to inadequate space for turning, parking and manoeuvring but permission was later granted under PA 07/0559 for a similar scheme which overcame the previous grounds for refusal.
The site lies within an area designated on the Isle of Man Planning Scheme (Development Plan) Order 1982 and draft Southern Area Plan published on 23rd October, 2009 as Industrial.
There are no planning applications for this site which are relevant to the consideration of the application. There are buildings on both sides of the site - both industrial and both slightly lower in ridge level than what is proposed.
Proposed is the erection of an industrial unit of the same footprint as the building to the south east but slightly ( 1 m ) higher. The building will be 5.5 , to the eaves and 6.5 m to the ridge and with facing brickwork for the lowest 2 m with brown profiled sheeting above on the walling and roofing. There is only one floor within the building with a small section - 10 m by 3.3 m to be used for administration/clerical services. The building has a very tall front door - 4.5 m to the top.
The building is to be used for "commercial" purposes and is described as industrial. A further plan shows that six parking spaces are to be provided in front of the property without blocking the access door.
Manx Electricity Authority comment that the applicant should liaise with them regarding the provision of electricity supplies to the site.
Department of Transport Highways and Traffic Division require further information regarding the precise use of the building.
Department of Transport Drainage Division recommend that conditions are attached to any approval regarding the disposal of foul and surface water from the site. They also require that the building is used for "dry processes" only with the only discharges being domestic only from wcs and canteens.
The Strategic Plan sets out parking standards to be applied to new industrial developments and requires there to be 1 space per 30 square metres of light industrial usage, 1 space per 50 square metres of general industrial usage and 1 space per 100 square metres of storage space.
In this case there are six spaces for 288 sq m of floorspace with approximately 9 sq m of office space. As such the building is suitable for general industrial usage or as storage space.
The gradual upgrade and development of Balthane estate is to be encouraged and this development is very similar to the building already alongside.
The Department of Transport and the local authority are, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (c) and (d), considered "interested persons" and as such should be afforded party status.
Recommended Decision: Permitted Date of Recommendation: 12.02.2010 Conditions and Notes for Approval / Reasons and Notes for Refusal
C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This permission relates to the construction of an industrial building and parking as shown in drawings AT 1028.1 and the site plan received on 15th December, 2009 and the site plan received on 19th January 2010.
C 3. The building may be used for storage purposes or for general industrial uses. NOTE: It should be noted that in both cases the only discharges which will be permitted to the public foul sewer at the present time are domestic sewage from domestic wcs and canteens on site.
