The Site
The site represents the curtilage of a semi-detached house situated within Creggan Mooar - a residential estate of 17 dwellings situated between the public car park off The Promenade and Beach Road. The property faces south west and backs onto the end of the cul de sac of Creggan Lea.
Planning Status
The site lies within an area of Residential use on the Isle of Man Planning Scheme (Development Plan) Order 1982 and draft Southern Area Plan published on 23rd October, 2009.
Planning History
The site has not been the subject of previous planning applications since the erection of the dwelling.
The Proposal
Proposed here is the installation of a solar electric panel and solar water heating panel on the front pitch. The heating panel will be alongside the existing rooflights and the electric panel will be higher on the roof. Additional information has been provided in respect of the photo voltaic cells which will be either 1580 mm by 810 mm by 50 mm or 1470 mm by 680 mm by 50 mm .

Port St. Mary Commissioners indicate that they do not object to the application
The Strategic Plan encourages the installation of renewable energy equipment at paragraph 12.2.8 and Energy Policy 4 provides for this, on the basis that the other policies in the plan are not compromised. In this case this refers to the appearance of the property and the visual impact on the neighbourhood.
The property and the estate is a relatively modern one where there are already modern roof lights and alongside which solar heating equipment would not appear out of place. The benefits from the harnessing of renewable energy outweigh any adverse visual impact and it is considered that the application is acceptable and is in accordance with the provisions of the plan.
PARTY STATUS
The Department of Transport and the local authority are, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (c) and (d), considered "interested persons" and as such should be afforded party status.
