1.1 The site is the residential curtilage of an existing bungalow situated on the southern side of Maine Road backing onto a rear lane. The property is a detached single storey property which has a conservatory on the rear elevation whose height is increased due to the falling level of the ground at the rear. The conservatory has a polycarbonate roof within the uPVC frame.
2.1 Proposed is the replacement of the existing conservatory roof with a tiled roof. The material will be grey coloured Metrolite roofing which has the appearance of concrete tiles intended to match those on the main roof.
3.1 The site lies within an area designated on the Area Plan for the South adopted in 2013 as Predominantly Residential. As such, the provisions of General Policy are applicable as follows:
"Development which is in accordance with the land use zoning and proposals in the appropriate Area Plan and with other policies of this Strategic Plan will normally be permitted, provided that the development:
b) respects the site and surroundings in terms of the siting, layout, scale, form, design and landscaping of buildings and the space around them; c) does not affect adversely the character of the surrounding landscape or townscape; g) does not affect adversely the amenity of local residents or the character of the locality."
4.1 The site has been the subject of a number of applications, none of which is relevant to the consideration of this application.
5.1 Port Erin Commissioners indicate that they support the application.
6.1 The change in material will not significantly affect the appearance or character of the property and in any case will only be visible from the rear lane which is generally only used by those whose property abuts it.
6.1 It is considered that the proposal results in only a minor change to the property and one which is not adverse. Nor is it considered that the proposal will have an adverse impact on any of the adjacent property. As such the application is recommended for approval.
7.1 The local authority is, by virtue of the Town and Country Planning (Development Procedure) (No 2) Order 2013, paragraph 6 (4) (e), considered "interested persons" and as such should be afforded party status.
7.2 Department of Infrastructure Highway Services is granted interested party status under the Town and Country Planning (Development Procedure) (No 2) Order 2013 paragraph 6 (4) d.

C 1.
The development hereby approved shall be begun before the expiration of four years from the date of this decision notice.
Reason: To comply with article 14 of the Town and Country Planning (Development Procedure) (No2) Order 2013 and to avoid the accumulation of unimplemented planning approvals.
This approval relates to drawings JTM-28-P-10-01 and JTM-28-P-10-02 both received on 23rd October, 2014.
I confirm that this decision accords with the appropriate Government Circular delegating functions to Director of Planning and Building Control /Head of Development Management/ Senior Planning Officer.
