1.1 The application site is the curtilage of Unit 7 Tromode Estate, a large detached modern industrial type building sited on the eastern side of Tromode Estate in Onchan.
2.1 The application seeks express consent for the erection of advertising signage on the southern (front) front elevation of the building on a timber cladded part of the building.
2.2 The signage would have a width of approximately 3.75 metres and height of roughly 2.6 metres. The signage would be acrylic and would be finished in a green colour with a section of the logo containing a hint of yellow.
2.3 Although the sign itself would not be illuminated, two external 12volt LED spotlights would be mounted on spike poles, 3 metres from the sign on an adjacent grassed area.
3.1 Planning approval was granted in 2014 for the erection of two business units with associated infrastructure and landscaping with Unit 7 to provide business services including document management, storage, scanning, shredding, cleaning and caretaking services with offices and Unit 8 to provide light industrial use, with associated distribution and storage, associated offices, research and development, information technology and showroom uses under PA 13/91363/B. The site has been the subject of other previous planning applications which are not considered relevant to this current planning application to reference.
4.1 In terms of local plan policy, the application site is located within a wider area of land designated as light industrial use under the Onchan Local Plan Order 2000.
4.2 In terms of strategic plan policy, the Isle of Man Planning Policy contains three polices

which are considered materially relevant to the assessment of this current planning application:
"Development which is in accordance with the land-use zoning and proposals in the appropriate Area Plan and with other policies of this Strategic Plan will normally be permitted, provided that the development:
"Within our towns and villages, the display of external advertisements will be permitted on the site or building to which they relate provided they:
"Within our towns and villages, the display of external advertisements on sites or buildings other than those to which they relate will not generally be permitted."
5.1 Onchan District Commissioners have no objection to the current planning application (13/08/2014 & 01/10/2014). 5.2 The Department of Infrastructure of Highways Services do not oppose the current planning application (14/08/2014).
6.1 The proposed signage would be associated with the application site building and reflect its use and therefore the proposal is acceptable in principle. The fundamental issues to therefore are the impact of the signage and illumination on the surrounding area and upon highway safety. 6.2 It is considered that the proposed signage is of a high standard and would complement the modern and innovative appearance of the building and is therefore deemed acceptable in this respect. 6.3 With regards to the impact of the signage on the surrounding area, the proposed signage would be erected on the front elevation so would be visible to anyone entering Tromode Estate. However, whilst the sign would be visible and is within a prominent location, given the design, scale and form of the sign, the proposal is not judged to cause harm to the amenity or deter from the appearance of the surrounding area and would be considered to be one of the higher quality signs within the area. 6.4 Turning to the illumination element of the proposal, Tromode Estate is set well below road level and Larch Hill Green and Tromode Green, the nearest residential areas to the application site building. Tromode Estate is bounded on all sides with mature tree planting which screens Tromode Estate from the main Road and partially from Larch Hill Green and
Tromode Green.
6.5 There is existing lighting within the estate and along Johnny Watterson's Lane and Ballafletcher Road in the form of street lighting. The level of illumination proposed under this application is unlikely to be significantly more intrusive that the existing lighting of Johnny Watterson's Lane and Ballafletcher Road and passing traffic and is therefore deemed acceptable in terms of the impact upon public and private amenity. It is not felt necessary to condition the times of illumination given the scale of lighting proposed, location of the application site and the level of other lighting within the locality.
6.6 The signage along with the illumination is considered appropriate and is not deemed to cause a distraction to highway users within the estate. It is also important to note that Highway Services do not oppose the application.
7.1 In line with regulation 11(4) of the Control of Advert Regulations 2013, the following Persons are considered to have sufficient interest in the subject matter of the application to take part in any subsequent proceedings relating to the application: the applicant or, if there is one, the applicant's agent; the owner and occupier of the land the subject of the application; Highway Services, and the Local Authority in whose district the land the subject of the application sits.
