1.1 This approval was granted on 25th November, 2014. The parking requirement for the floorspace was 85 spaces and the applicant proposed that 43 of these would be within the building with a further 22 in a temporary car park on St. George's Street, a site which was to be re-developed as a multi storey car park of which some of the spaces would be available to the applicant, satisfying the overall requirement. In addition, they were required to formulate a travel plan which would aim to reduce travel by individual car.
- Prior to the occupation of the new building hereby approved, the applicant must have approved by the Department details of the provision of car parking to serve the development. This must address the total number of spaces required to be provided under the terms of the Strategic Plan or a justification for any reduction in this provision such as a Travel Plan, and with a phasing arrangement for the delivery and retention of the spaces and the monitoring of the Plan. Once provided, the car parking spaces must be retained for use by those employed within or in association with the development hereby approved.
Reason: in the interests of road safety and reducing vehicular traffic to the development.
1.2 This condition was deemed satisfied on 24.11.16 following the submission of information including a travel plan and a description of the parking referring to the temporary car park referred to in 1.1 above.
Proposal
2.1 No progress has been made on the multi storey car park proposal, whose owner is undecided whether to progress a scheme for that or an alternative form of development. The temporary car park approval has recently been extended for a further period, acknowledging the present situation with the promenade and general shortage of parking spaces and approval of other temporary car parks after which it will be for the owner to cease use as a temporary car park (in line with COMIN directions) and potentially to develop it.
2.2 What is clear is that there will not be additional car parking available to the applicant in this case in the near future.
2.3 The applicant has instead taken out a lease of 42 spaces in an adjacent car park (Capita Car Park on Circular Road) until August 2050 which in addition to the 43 spaces on site, result in a satisfaction of the parking provision required by the Strategic Plan. A copy of the lease is provided which clarifies
which spaces are reserved for the applicant and that they are entitled to use them Monday to Friday excluding Bank Holidays, between 0800hrs and 1800hrs.
Recommendation
3.1 It is considered that the lease of the 42 spaces described in the lease agreement submitted on 12.08.20 satisfies condition 2 of the approval.
