This application sought permission to erect a new dwelling with driveway and parking on land at Alder Oaks Field, St Marks Road, Ballasalla, in the parish of Malew. The site sits on the western side of the St Mark's to Ballasalla Road and is associated with stables and paddocks. The application was refused by delegated decision in August 2014. The decision notice sets out three reasons for refusal, all rooted in the site being outside any area zoned for development in the recently adopted Area Plan for the South. This placed the proposal in direct conflict with Isle of Man Strategic Plan policies that protect the countryside and direct new housing to sustainable locations. The proposal also failed to meet any of the listed exceptions that can allow development outside zoned areas, and its relatively remote position was judged likely to generate car dependency rather than support a more integrated transport network.
