Planning application 14/00300/B - Change of use to office accommodation
- 6 & 6a The Parade, Castletown IM9 1LG.
I write as the next door neighbour of Balcony House, 6 & 6a The Parade, My outbuildings, in fact, share a wall with 6a.
I note that only one planning application has been made but I understood that 5, 6 and 6a are registered. Should there not be an application re a registered building?
I understand that when Mr. Cyril Rosen sold 5, 6 and 6a to Mr. Robert McDowell for his elderly father in early 2011, Mr. Rosen specified that the building should continue to be in residential use. Is the Planning Division aware of this?
In February 2013 an application for change of use was made by H. McDowell Estate and after appeal, as I am sure you are aware, was refused in July, 2013. One wonders why a further application in the same terms has been made again.
The buildings in The Parade were built approximately two hundred years ago as residences, whereas Market Square, the other half of the central space in Castletown was generally commercial. Since then, the Co-op (No. 8) and The Red House (No. 2) have ceased to be residential. I thought it was a happy change when 6 and 6a returned to residential use and hope it will continue to be: Mr. Rosen took great care to retain and refurbish all the Georgian and Victorian features.
If it is impossible for it to continue as a residence, it would still be important for the owners to retain all these features. Anyone using the rooms as offices should be made to look after such features.
Would it be possible to use one or two suites of rooms as residential flats? The more people who live in The Parade, the less the centre of Castletown will become to prey to burglary and vandalism. Even now, youngsters hang around in the bus shelters and play football all across the road.
