1.1 The above application was permitted on 28th May, 2014, subject to a number of conditions, one of which stated the following:
“No development may be commenced until such times as an amended plan has been approved by the planning authority showing improved vehicular manoeuvring space and improved visibility splays from the entrance onto the public highway and the visibility splays as shown on this plan must be created prior to the undertaking of any other work hereby approved and are maintained in perpetuity at a height of 1.05m or below.”
Prior to this, the applicant had consulted with the highway authority and the planning office and submitted drawing P(P)013 which was considered by the highway authority and found to be acceptable (see e-mail). This was not available at the time of the Committee’s decision.
Proposal
2.1 The applicant has submitted the plan in hard copy form in response to condition 3. Kirk Michael Commissioners have indicated that they do not object to the plan.
2.2 It shows that the visibility will be provided in both directions through the lowering of the roadside wall within the splay to no higher than 1.05m. An area of hard surfacing is to be provided which will allow the parking of three spaces along with further space where the current higher stable sits. This will be a permeable surface, the materials for which the applicant is not yet decided upon. They will submit such details when this is available.
Recommendation
3.1 It is recommended that the details are considered satisfactory in respect of condition 3. Once the paving materials are known, they should be approved by the planning authority prior to any such material being applied.
