Officer's Report

The Site

1. The site is the residential curtilage of an existing dwelling situated on the eastern side of The Crescent. The site stretches east towards the A2 Main Road but a further property, Glen View Cottage, lies between the site and the main road. The property is a dormer bungalow which has two dormer windows in the eastern pitch with lean-to roofs whose apex meets the ridge of the main dwelling.

The Proposal

1. Proposed is the enlargement of one of the dormers to match that on the front pitch. As one looks at the rear elevation, this is the dormer on the right hand side of the pitch.

1. As approved in an earlier application, the dormer was 800mm high matching that to the left: as proposed it would be 1100mm matching that on the front and will project out by a further 800mm.

Planning Policy And Status

1. The site lies within an area designated on the Laxey and Lonan Local Plan as Residential. As such, the provisions of General Policy 2 are applicable in this case, particularly:

Paragraph 8.12.1 states "As a general policy, in built up areas not controlled by Conservation Area or Registered Building policies, there will be a general presumption in favour of extensions to existing property where such extensions would not have an adverse impact on either adjacent property or the surrounding area in general."

General Policy 2 states: "Development which is in accordance with the land use zoning and proposals in the appropriate Area Plan and with other policies of this Strategic Plan will normally be permitted, provided that the development:

b) respects the site and surroundings in terms of the siting, layout, scale, form, design and landscaping of buildings and the space around them; c) does not affect adversely the character of the surrounding landscape or townscape; g) does not affect adversely the amenity of local residents or the character of the locality."

Assessment

1. The proposed alteration to the dormer will unbalance the appearance of the roof slightly but not to an extent as to adversely affect the character of the property or the appearance of the surrounding area. As such, the proposal is considered to be in accordance with General Policy 2 and is recommended for approval.

Party Status

1. The local authority, Lonnan Parish Commissioners, is, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (d), considered an "interested person" and as such should be afforded party status.
