This application sought approval in principle to demolish an existing dwelling and outbuildings at Netherby, Douglas Road, Castletown, and redevelop the plot as a residential layout with associated services. The Planning Committee refused the application. The site lies outside Castletown's settlement boundary as set out in the Area Plan for the South, adopted in 2013, and is not designated for development under that plan. Granting permission would have conflicted with a recently adopted planning framework and weakened the weight that can be given to it. The officer's report noted that the site is heavily vegetated, which would help screen any development, but this did not overcome the fundamental issue of the site's location outside the designated settlement boundary.
