Delegated Consideration Materials Report

TO: Jennifer Chance, Development Control Manager FROM: Anthony Holmes, Senior Planning Officer DATE: 8th February 2013 Re: PA 12/01327/B – Douglas Promenade improvements Phase 1. Sea Terminal to Royal Bank of Scotland Buildings, Loch Promenade, Douglas. The Development Control Manager is requested to consider submissions made in relation to condition no. 3 of the above approved planning application. Condition no. 3 states: "Prior to any works commencing samples and specifications of all finishing materials shall be submitted to and approved in writing by the Planning Authority. The details should include samples of all materials as indicated on the drawings referred to in condition No 2 above and details of all of the proposed streets furniture, street lighting and other fittings. The works shall be carried out in accordance with the approved details." The submission relating to the above condition comprises a submission (see attached) from Jim Davidson outlining material choices and locations. The exact detail of this is contained within this submission, in summary: - The medium quality areas (i.e. all areas coloured purple on drawing no. D1/018) are proposed to be paved using a modular concrete paving system called Kellen, which is a concrete slab with a cement bonded top layered natural stone (granite) aggregate, in a mix of different colours. A photograph of the chosen colours and example arrangement has been submitted. In addition to that I have seen samples of this proposed paving laid out on Victoria Pier behind the Sea Terminal, both dry and wet. Based on that I consider this paving system and choice of colours is appropriate and acceptable. - The higher quality areas (i.e. all areas coloured burnt ochre on drawing no. D1/018) are proposed to be paved using natural granite slabs and setts. The chosen granite will be the same as that already used elsewhere on recent schemes in Nelson Street and Wellington Street. As this chosen material is already in use elsewhere in Douglas and can be seen to be of high quality I consider this choice to be appropriate and acceptable. - There are no plans to install any lighting or street furniture other than pedestrian barriers. The design of the proposed pedestrian barrier is shown within the submission. The design of this is intended to match, as close as possible, the design of existing railings elsewhere close to the site of these proposed barriers. As these barriers would match existing ones I consider this choice to be appropriate and acceptable. I recommend that the submitted choices of materials and barriers are accepted as meeting the requirements of the condition and the applicant is advised accordingly.
