1.1 The above application was permitted on 5th August, 2014, subject to a number of conditions, two of which stated the following: "6. No development shall commence until a schedule of materials and finishes to be used in the construction of the external surfaces of walls and roofs, have been submitted to and approved in writing by the Planning Authority. The development shall be carried out in the approved materials." 3. No development shall commence until full details of the proposed off-site highway works, together with a timetable for their implementation, have been submitted to and approved in writing by the Planning Authority. The development shall be carried out in accordance with the approved details and timetable."
Proposal
2.1 The applicant has submitted a schedule of finishes for the dwellings: all will be finished in imitation slate on the roof and the walling will be a combination of stone and painted render, Cedar and painted render and simply painted render. Images of existing developments with the same finishes have been included. 2.2 The schedule results in several rows of properties being of the same finish, but not all the same dwelling type but with some different finishes introduced within these areas. 2.3 The applicant has also provided a larger scale drawing of the highway works with clarification over what is proposed. This is effectively what was shown in the original drawings (BGH6 of the Traffic Statement) but at a larger scale. The visibility splay to the east is shown at 2.4 m by 70 m compared with the original drawings which showed 2.65 m by 70 m . This is achieved by narrowing the width of Cronk y Thatcher to 5.5 m , extending out the footway alongside on the western side, bringing out the stop line further into the A7, introducing a road hump. 2.4 They explain that the site compound facilities will be introduced in weeks one and two; buried services will be marked out in week two along with the formation of temporary traffic measures which may be required. The existing kerb line will be removed in week three and the new kerb line formed in weeks four and five. The new road surfaces will be laid in week six and seven and the new road markings introduced in week eight followed finally by the main development commencing in week eight.
3.1 The proposed layout of different coloured roof finishes will bring a little more interest into the impact of the development, which will be visible from various points along the Main Road and within the existing built form of Colby from further to the south. The different colours and materials are considered to be complementary to each other so will not visually clash or present a mishmash of colours. 3.2 It is considered that the submitted information satisfies conditions 3 and 6. 3.3 Condition 7 remains to be satisfied, regarding landscaping.
