1.1 The application site forms the curtilage of formally Field 90, Ballamenaugh Farm, Orrisdale, Kirk Michael which is a parcel of land located to the west of Orrisdale Methodist Chapel and southwest of Ballamenaugh Farm House which is also within the applicant's ownership as defined in blue on the submitted location plan. Within the curtilage of Field 90 is a very modest single storey structure, constructed of engineering brick, with the exception of a single gable wall which is constructed of Manx stone.
2.1 The application seeks approval for re roof existing agricultural building for farm storage. The roof of the proposal would be finished with a dark grey artificial slate.
3.1 The application site is designated as High Landscape Value and Scenic or Coastal Significance on the Isle of Man Planning Scheme (Development Plan) Order 1982.
3.2 Due to the site location, zoning and the type of proposal, the following policy is relevant for consideration:-

"Environment Policy 2: The present system of landscape classification of Areas of High Landscape or Coastal Value and Scenic Significance (AHLV's) as shown on the 1982 Development Plan and subsequent Local and Area Plans will be used as a basis for development control until such time as it is superseded by a landscape classification which will introduce different categories of landscape and policies and guidance for control therein. Within these areas the protection of the character of the landscape will be the most important consideration unless it can be shown that:
4.1 The previous planning application is considered relevant in the assessment and determination of this application:-

5.1 No comments have been received.
6.1 The main issue is whether the proposed works would have a significant impact upon the visual amenities of the countryside.
6.2 The building is located within a small wooded area which screens the building from the east, but with partial views (130 metres away) from the south from the field access (Field 234012). The proposed roof works would not be apparent from public view given the lean-to roof design faces away from the public highway. The proposed works do not include any addition to the existing fabric of the building (i.e. raising roof level etc), only to reinstate the roof. Overall, it is considered such proposed works would enable the reuse of the existing building for the purposes of agriculture which is considered reasonable and acceptable in this case.
7.1 It is considered that the proposal would comply with the relevant planning policies of The Isle of Man Strategic Plan (20th June 2007), and for the reasons set out in this report, it is recommended that the application be approved.
8.1 It is considered that the following meet the criteria of Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (d) and should be afforded interested party status:

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This approval relates to the re-roof existing agricultural building only as proposed in the submitted documents and drawings IFS, RSS, IFS, HKS, and HKSRSS all received on 27th September 2012.
C 3. The building must be used only for agricultural purposes.
