Sure are proposing to replace the current 50-meter square lattice tower located at ESJCR, Dukes Road, with a new 40-meter square lattice tower on amended steel support grillage, the new structure will be capable of supporting multiple panel antennas, providing 2G, 3G and 4G/4G+ coverage in the area along with capability to support next generation mobile antenna technology, tower mounted remote radio heads (RRHs) will also be mounted near the new antennas, these are required to support MIMO* on the network.
Along with the Sure telecoms equipment, there will also be Tetra Tx/Rx antennas for DHA and other 3rd party equipment that will be reinstalled from the old structure to the new proposed structure.
*MIMO, Multiple In Multiple Out, this is a protocol required for higher speeds and high capacity 4G/LTE

We believe that the continued use of the location will provide the best coverage to the area, other options are limited due to the height requirement for the structure to provide good levels of coverage to the surrounding areas on both the Sure network and also the DHA Tetra system.
Alternative options would include building multiple sites in surrounding areas to offer similar levels of coverage, however, this would have a larger visual impact due to the need for multiple smaller towers to offer similar coverage to one structure.
The tower at ESJCR has been in place for over 25 years so it has been part of the Douglas skyline for a considerable amount of time, the proposed plans would be to replace this with the same type of structure, just with 10-meter height reduction, this with the amount of time the structure has been in place will mitigate the visual impact of replacing the current structure.
We believe that the visual impact of the proposed structure will be minimal, due to the structure type, having opted for a square lattice we believe that the structure will be less visually intrusive than other structure options, such as a monopole, due to the fact that it will not be a solid structure, but rather one that you can essentially look through, helping it blend in with the surroundings.
The structure itself is a galvanised tower, this helps with mitigating visual impact further due to the structure blending better with the sky behind as you look up at it from surrounding areas.
Along with this, as stated above, we are proposing the replacement of a tower that has been on the Douglas skyline for 25+ years with a new structure that is the same type, a square lattice but with an overall height that is 10-meters shorter than the current structure.

There will be a requirement to keep one telecoms cabinet at ground level, this will replace the current cabinets in use and will house the transmission and ground equipment, this cabinet will also house the incoming mains power supply and contain the batteries for the backup power supply to the site.

The current structure is incapable of supporting the additional weight of modern radio equipment, the proposed replacement will be designed to enable the next generation of mobile technologies to be installed on this site, with allowance for future proofing for any further network upgrades in the future, the tower will also allow for multiple vendors to install equipment onto the site, which will help towards reducing the visual impact of telecoms structures in the area.
The proposed structure will enable the surrounding areas to have access to the next generation of mobile technologies available, these improvements directly support the Isle of Man Governments ‘Island Plan’ which has a vision of a digitally connected Island, that supports a tech enabled and future ready jurisdiction, The surrounding area will benefit from greater network capacity and service due to these improvements to the Sure mobile site.
communications systems to satisfy residential and business demand and the impact that the necessary infrastructure will have upon the environment. Measures which may help to achieve a satisfactory balance will include a presumption against visually intrusive masts in sensitive landscapes, the encouragement of mast sharing by different operators, and the removal of redundant infrastructure. Exceptions to this policy would need to demonstrate a strategic national need, which cannot be otherwise secured by mast sharing or alternative locations.”

To summarise, we consider that this application will offer the best available solution to the enhancement of mobile service on the Sure network in the area.
The proposed work to the site will enable Sure to provide improved, reliable coverage to residents and businesses in the surrounding areas, giving them access to the next generation of telecommunication services.
Therefore, the design proposed represents both the optimum planning, environmental and technical solutions in this instance. As such, we believe the development as proposed is in accordance with planning guidance as defined above.
