SUPPORTING INFORMATION STATEMENT FOR THE PROPOSED ART INSTALLATION ON LAND ADJACENT TYNWALD HILL, PEEL ROAD, ST JOHNS. 2025/09/03 Rev B
Existing Site The application site is the small parcel of land located to the south west of Tynwald Hill, St Johns. The land is bounded to the South by the main Peel to Douglas Road (A1) and to the North and East by Glen Mooar Road leading to the Tynwald Mills complex / residential properties. To the West of the application site is the Cooil Y Ree park containing the Avenue of Time, Millenium Point and Circle of Infinity which relates back to Tynwald Hill and the Processional Way to The Royal Chapel of St John The Baptist (opened in 2001). The land forms part of the Tynwald Hill monument and is utilised on Tynwald Day to accommodate two hospitality marquees used as part of the formal Ceremony. These marquees are erected along the Western boundary of the application site and will not be affected by the proposed Art Installation. Photographs of the application site are included on CJ Design drawing numbered 2025/09/01, submitted as part of this planning application. Planning History Following a search carried out on the Planning Department website it would appear the application site has not been subject to any previous planning applications. Discussions have been held with several neighbours surrounding the application site including German Commissioners, Tynwald Inn landlord tenant, owners of Green’s restaurant and Culture Vannin who are potentially interested parties to the planning application and proposed site of statue. All have expressed they have no objection. In addition, Tynwald Ceremony Arrangements Committee that includes President of Tynwald, Chief Minister, Speaker of House of Keys and Minister Department of Infrastructure are also aware of the planning application and again expressed no objection.
The Sculptor has liaised with the President of Tynwald, the Honourable Mr Laurence Skelly MLC during the design process, who is in full support of the proposals. Please see attached Letter of Support from the President, dated 3rd December 2024 included as part of the submission documents.
Sculptor’s Statement
Godred Crovan - King Orry. Standing at the site of the longest Continual Parliament in the World; Tynwald. He gazes across 1000 years of history, inviting us to explore the foundations the Vikings lay, their legacy since and discover more about the unique heritage of the Isle of Man. His Manx name is Ree Gorree Crovan, the Milky way is named after him, Raad Mooar Ree Gorree. Legend tells he pointed to the sky when asked from where he came.
His position facing East and gesturing towards Tynwald in a North Easterly direction Proposals The location of the proposed Art Installation was carefully chosen during a site meeting with various interested parties, including The President of Tynwald, Arts Council and the Artists. The site of Tynwald Hill represents the longest Continual Parliament in the world and the Art Installation is to face and gesture towards the historic landmark. Although the application site and chosen location for the Art Installation is located adjacent to the junction of Peel Road and Glen Mooar Road, the visibility splay from the junction only crosses the southernmost edge of application site (refer to CJ Design drawing numbered 2025/09/02 for visibility splays). Therefore, the proposed art installation will have no detrimental impact on the existing visibility splays from the junction. A small plaque is to be installed at the base of the sculpture, giving a brief description of the art installation and the historical relevance for the island. The exact wording has yet to be confirmed and if necessary, Conditional Approval for the wording on the plaque is requested at this stage. Basic illumination is proposed for the art installation comprising recessed ground lights within the paved area surrounding the sculpture. It is anticipated up to four light fittings will be required to illuminate the installation from all sides however exact details of the light fitting are yet to be confirmed. Further details of the chosen light fitting will be submitted to the Planning Department for consideration in due course. Conditional Approval for the illumination is requested at this stage until details can be confirmed to the planning department.
