Introduction
This planning statement is submitted in support of a change of use application for the property located at 2 Empire Terrace, Douglas, Isle of Man. IM2 4LE. The property is currently used as a House in Multiple Occupation (HMO) for up to 16 people in 15 rooms, excluding the ground floor flat, as per the lawful certificate reference EJC 24/00931/LAW. The purpose of this application is to include the ground floor flat within the existing HMO, providing two rooms and a shared kitchen/dining area, thus accommodating a total of 18 people in 17 rooms.
Existing Use
The property is currently used as an HMO for up to 16 people in 15 rooms, as per the lawful certificate EJC 24/00931/LAW. The ground floor flat is currently not included in the HMO use.
Proposed Use
The proposed change of use aims to incorporate the ground floor flat into the existing HMO, thereby providing two additional rooms and a shared kitchen/dining area. This will result in a total of 17 rooms accommodating up to 18 people.
