NOTE. In this instance of the documents submitted in relation to the soft and hard landscaping details and after consultation with the recommending case officer, who is happy with the level of detail and planting list produced, as well as the Departments Ecosystems Policy Officer it is deemed sufficient to achieve the desired outcome and would be considered satisfactory for planning condition 2 of application 24/00323/B, under the understanding that the development shall not be carried out unless in accordance with the approved details.
This decision hereby approved relates to drawings and documents submitted to the Department titled: Application Form and Planting List, recorded as being electronically received by the Department on 09.01.2024 __________________________________________________________________________
1.0 Description - 1.1 The proposed application 24/00323/B for the erection of a garden room to the rear of the property (part retrospective) was approved on 30.08.2024 subject to 2 conditions some of which required submission of additional information prior to the commencement of works. - 1.2 This report is specific to Condition 2 which the applicants are seeking to satisfy. - 1.3 Specific wording of the condition as follows:
No development in relation to the garden room shall be commenced until a soft landscaping scheme has been submitted to and approved in writing by the Department. Such a scheme shall include details of all trees, hedgerows and other planting which are to be retained;
details of all other boundary treatment and finished ground levels ; a planting specification to include numbers, density, size, species and positions of all new trees and shrubs; the location of grassed areas and a programme of implementation.
All soft landscaping works shall be carried out in accordance with the approved details. The works shall be carried out in full accordance with the programme approved in writing by the Department and retained thereafter. Any trees or plants indicated on the approved scheme which, within a period of five years from the date of planting, die, are removed or become seriously damaged or diseased shall be replaced during the next planting season with other trees or plants of a species and size to be first approved in writing by the Department.
REASON: To ensure the provision of an appropriate landscape setting to the development.
2.0 Proposal - 2.1 The applicant has submitted a duly completed application form as well as a documents outlining the planting details.2.2 The planting list includes: Trees - Alnus cordata Pleached trees along the west boundary to form a clipped hedge
Shrubs - Lavandula augustifolia munstead, Ozothamnus rosmarinifolius, Hebe Autumn Glory, Escallonia, Chamaerropus humilis, Thymus Pulegiodes, Rosa rugosa Alba, Potentilla abbots wood, Potentilla Elizabeth, Corns Alba
Herbaceous - Alchemilla mollis, Eryngium X oliverianum, Agapanthus Blue Giant, Osteopermum jucundum, Carex ever gold, Carex buchanni
Climbers - Parthenocissus quinquefolia, Honey suckle
2.3 A note has been added: Existing shrubs were suitable to be replanted in garden - 3.0 Consultation
3.1 The recommending officer of the original application was consulted for advice on the satisfaction of condition. The advice received on (22.02.2024), after their review of the submitted documents, concludes that they are pleased to confirm that the information satisfies the relevant clauses. - 3.2 The Ecosystems Policy Officer was also consulted for advice on receipt of the original documentation and then following the submission of an amended planting list and the advice received on (17.02.2024) after their review of the submitted documents, it also concludes that they are pleased to confirm that the information satisfies the relevant clauses.
4.0 Recommendation 4.1 In this instance of the documents submitted in relation to the soft and hard landscaping details and after consultation with the recommending case officer, who is happy with the level of detail and planting list produced, as well as the Departments Ecosystems Policy Officer it is deemed sufficient to achieve the desired outcome and would be considered satisfactory for planning condition 2 of application 24/00323/B, under the understanding that the development shall not be carried out unless in accordance with the approved details.
I can confirm that this decision has been made by the Head of Development Management in accordance with the authority afforded to that Officer by the appropriate DEFA
Delegation and that in making this decision the Officer has agreed the recommendation in relation to who should be afforded Interested Person Status
