The existing property St Thomas House, located on the corner of Victoria and Thomas Street, is a Victorian era style building with a rear extension on Thomas Street from appears to be from the 1980’s. There is no planning history references or documents uploaded the planning website. The existing use of the building is offices although it is currently vacant.
This application is for the undertaking of emergency repairs to the roof and the replacement of the windows, mainly to the rear extension, with some on the side elevation.
The works are deemed to be emergency repairs as the existing pitched roof is covered in asbestos cement tiles, in a poor condition. The roof is letting in water in several locations, and such the repairs are required to prevent this.
The re-roofing work to remedy this will include the installation of insulation to improve the thermal performance, the inclusion of a new breathable roofing membrane, and be finished in Spanish / blue slate. New flashings will be installed where required to correctly weather the building.
A subsequent building control application will be made as required for these works. The windows proposed to be replaced are this on the newer section of the building facing Thomas Street, at first floor level. These are currently uPVC, the seals and some of the glazing units have perished, thus requiring replacement. The proposed windows will be of uPVC in a dark colour with a similar glazing arrangement. In addition to this, the existing entrance area on Thomas Street is to be upgraded, with the replacement of the entrance doors. The wall to the side of the entrance doors is to be removed and this area replaced with a glazed screen, providing an improved space internally. This glazed screen will also be aluminium with safety glazing as required, in a dark colour matching the windows also in the newer portion of the building. The doors will be replaced with a door / screen arrangement as shown on the elevation drawings, to the clients final selection. A registered building application is being made in tandem to cover the demolition works required for this. There are 4 windows on the original section of the building that are to be replaced, at the upper levels – as identified on the drawings. These are to be white uPVC as the existing, to match with those retained on the original building elevation to the left. A new aluminium framed, glazed door is proposed on the corner of Victoria Street / Thomas Street, to replace the wooden doors in this location. Again, this will be fitted with safety glazing as required, and to the client’s final selection.
The proposal is for emergency repairs to be carried out at roof level, and the replacement of failing components, (windows and doors) and the re-arrangement of the entrance area to Thomas Street. Pre application discussion has taken place in the form of an enquiry and return correspondence with Lucy Kinrade.
It is hoped the planning assessment concurs with proposals and is in support of the application. It should be noted that the roof repairs are required as soon as possible, to prevent further water ingress and damage.
