1.0 Description - 1.1 The proposed application (24/91352/B), Levelling works to football pitch, was APPROVED on 9th April 2025 and is subject to 2 conditions. One condition required the submission of additional information prior to the commencement of works. - 1.2 This report is specific to Conditions 2, which the applicants are seeking to satisfy. - 1.3 Specific wording of the condition as follows:
No development shall take place unless a tree protection scheme have been submitted to and approved in writing by the Department. Tree protection measures shall be shown on a layout plan accompanied by descriptive text and shall include but is not limited to;
All documents should be prepared in accordance with British Standards BS3998:2010 Tree work - Recommendations and BS5837:2012 (Trees in relation to Design, Demolition and Construction -Recommendations) unless superseded.
The development must be carried out in accordance with the approved details. No alterations or variations to the approved tree protection scheme or working methods shall be made without prior written consent of the Department.
In the event that trees become damaged or otherwise defective during such period, the Department shall be notified as soon as reasonably practicable and remedial action agreed and implemented. In the event that a tree dies or is wilfully removed without prior consent it shall be replaced as is reasonably practicable and, in any case, by not later than the end of the first available planting season, with trees of such size, species and in such number and positions as may be agreed with the Department
Reason: required prior to commencement to ensure that all trees to be retained are adequately protected from damage to health and stability throughout the construction period to protect and enhance the appearance and character of the site and locality.
2.0 Proposal - 2.1 The applicant has submitted a root area protection plan and a statement to be used along with an application form on 11.09.2025.
3.0 Consultation - 3.1 The Arboricultural Officer from DEFA were consulted for advice on the satisfaction of the condition. Their advice has been received on (17.09.2025). After reviewing the submitted documents, they have concluded that the information is insufficient for the relevant clauses.
4.0 Recommendation - 4.1 In this instance of the submitted documents and after consultation with the arboricultural officer, who is not satisfied with the level of detail, it is deemed insufficient to achieve the desired outcome. It would be considered unsatisfactory for the planning conditions 2 of application 24/91352/B and should be rejected.
I can confirm that this decision has been made by a Principal Planner in accordance with the authority afforded to that Officer by the appropriate DEFA Delegation and that in making this decision the Officer has agreed the recommendation in relation to who should be afforded Interested Person Status.
