This decision hereby approved relates to drawings and documents submitted to the Department, datestamped as being received on 23.08.2024 titled: Application Form and Details, and Updated Site Plan and Layout (red line amended) recorded as being received on 20.09.2024 __________________________________________________________________________
1.0 Description - 1.1 The proposed application 24/00287/C for the change of use from a veterinary practice to offices was approved at appeal on 16.08.2024 subject to 3 conditions, some of which required submission of additional information prior to the commencement of works. - 1.2 This report is specific to Condition 2 which the applicants are seeking to satisfy. - 1.3 Specific wording of the conditions are as follows:
Prior to the development hereby approved corning into use, a full car parking plan showing turning areas and parking spaces for sole use by the office shall be submitted to and approved in writing by the Department. The development shall not be occupied or operated until the turning areas and parking spaces have been laid out in full accordance with the approved plans and thereafter shall not be used for any purpose other than for the turning and parking of vehicles associated with the use hereby permitted and shall remain free of obstruction for such use at all times.
Reason: To ensure that sufficient provision is made for off-street parking and turning of vehicles in the interests of highway safety.
2.0 Proposal - 2.1 The applicant's agent has provided a planning statement and drawing in respect of the details requested by planning condition 3 showing the car parking area with turning space. - 2.2 A plan has been provided proposing parking areas available for ten vehicles with a space for turning if required. The plan outlines the provision of spaces which are at least
2.3 It is It is not proposed to physically mark out the spaces as shown as, as the site is rural, the agent outlines that where marked out spaces would be inappropriate and were not required when the site was being approved for and used as a vets' practice - there is no justification for a different approach with the proposed office use. To indicate where the office parking is located and so as not to encourage office parking in areas where parking for the tourist unit should be available, it is proposed to install plaques - either attached to the wall adjacent to the parking spaces, or on short wooden posts, to indicate where the office parking spaces are located. This will also be communicated to any tenants of the building, and it should be remembered that the approved office space and the cottage, as well as the main house alongside, are all in the same ownership.
3.1 Mr Adam Dunlop from the Department of Infrastructure's Highways Division was consulted for advice on the satisfaction of condition. The advice received 07.09.2024, after their review of the submitted documents, concludes that they are pleased to confirm that the information satisfies the relevant clauses. - 4.0 Recommendation
