1.0 THE SITE - 1.1 The site forms the curtilage of the Police Headquarters, Dukes Avenue, Douglas which is a large two storey detached building located to the north-eastern side of Dukes Avenue and south of the Glenclutchery Road.
2.0 THE PROPOSAL - 2.1 The application seeks approval for the installation of modular building in north-eastern car park to create fitness suite. The building has dimensions of 9.10m long x 6.0m wide x
3.0 PLANNING HISTORY - 3.1 The following panning application are considered relevant in the determination of the current application: - 3.2 Location of a 20ft storage-shipping container for Police Workshop Garage - 24/90932/B
3.3 Erection of a modular custody suite extension - 13/91097/B - APPROVED
4.1 Site Specific - 4.2 Designated as 'Buildings or Land for Civic, Cultural or Other Use' on the Area Plan for the East (TAPE). Is not recognised as being at any flood risk and is not within a Conservation Area. - 4.3 Relevant policies of TAPE o Para 11.5.3 recognition of importance of Police in community. - 4.4 Relevant policies of IOM Strategic Plan.
5.1 Douglas Borough Council - No objection (24.06.2025). - 5.2 DOI Highway Services comment (17.06.2025); "After reviewing this Application, Highway Services HDC finds it to have no significant negative impact upon highway safety, network functionality and/or parking as it will have a minimal impact on exiting parking supply on the site."
5.3 Forestry (DEFA) comment (16.06.2025); "Thank you for consulting with us and we have now had an opportunity to make a cursory review of the proposal, and have the following comments.
There are registered trees directly adjacent to the proposed development but it would appear that the likely construction would have little impact upon the retained trees.
As such we have no objection at this juncture to this proposal in its current form. If you were minded to approve this application we would ask for standard tree retention conditions to be applied."

8.3 Article 8(2)(a) requires that in determining an application, the Department must decide who has a right to appeal, in accordance with the criteria set out in article A10. - 8.4 The Order automatically affords the Right to Give Evidence to the following (no determination is required):
8.5 The Department of Environment Food and Agriculture is responsible for the determination of planning applications. As a result, where officers within the Department make
comments in a professional capacity they cannot be given the Right to Appeal.
