Summary
Planning approval, 24/00459/B, approved the erection of a detached double garage, the construction of a new section of driveway and an extension to the residential curtilage of The Grange, Clypse Mooar Road, Onchan.
The following document provides a recommended site monitoring schedule to be implemented during the implementation of the approved development, outlining the processes and protocols required to protect trees during the construction process, and defining the roles and responsibilities of different stakeholders in relation to tree protection measures.
The responsibilities of three key roles in the construction process are defined: the Project Manager; the Site Manager; and the Project Arboriculturist.
A draft sequence of works is provided showing when the Project Arboriculturist will supervise and monitor operations involved in the construction process.

1. Background & Introduction
- 1.1. Manx Roots Limited was instructed by Mr Matt Newing to produce an arboricultural monitoring schedule for the approved development at The Grange, Clypse Mooar Road, Onchan. (24/00459/B): The erection of a detached double garage, construction of a new section of driveway and an extension to existing residential curtilage.
- 1.2. Condition 3 of the approval notice is worded as follows: No development hereby permitted shall commence until an Arboricultural Monitoring Schedule has been submitted to and approved in writing and the associated the Tree Protection measures identified on drawing No TP-100424 have been fully implemented on the site. The Tree Protection Measures shall remain in place until such time as the development is substantially complete. During the course of construction, the developer shall comply with the Recommended Protection Measures for Retained Trees set out at Section 4.5 of the approved Manx Roots Arboricultural Impact Assessment dated April 2024.
Reason: To provide protection for retained trees within the site, in the interest of tree health.
- 1.3. This document represents the monitoring schedule referenced in condition 3 of the approval notice.
2. Site Monitoring Details
2.1. Roles and Responsibilities
- 2.1.1. To ensure that the proposed tree protection measures are implemented in accordance with the approved plans, it is important that all stakeholders can identify who is fulfilling what role and understand the responsibilities of each role. Table 1 below identifies the key roles and responsibilities for this project.
- 2.1.2. The appointment to these roles will be communicated to all stakeholders prior to commencement of the construction process.
- 2.1.3. Effective communication between the people fulfilling the roles identified in Table 1 is critical.
- 2.1.4. If there are changes in the personnel appointed to any of the roles identified in Table 1 all stakeholders must be informed within 48 hours.
2.2. Sequence of Works
- 2.2.1. Table 2 outlines the approximate sequence of works expected during the construction process and shows when tree protection measures will be installed, monitored and removed.
- 2.2.2. The indicative programme of works shown in Table 2 will be reviewed at a precommencement meeting (see paragraph 2.3.1 below) and will remain under periodic review by the PM/SM throughout the project. Progress through, and amendments to, the programme of works will be communicated to the PA by the PM so that the timing and frequency of arboricultural input and monitoring can be adjusted accordingly.
2.3. Tree Protection Monitoring
2.3.1. Prior to commencement
- 2.3.1.1. A pre-commencement meeting is a vital event at which all the people fulfilling the roles identified in Table 1 must be present. People will be appointed to the roles identified in Table 1 prior to or during the pre-commencement meeting. The protection measures to be implemented, the proposed sequence/programme of works, and the frequency of monitoring required will be also confirmed.
- 2.3.1.2. The pre-commencement meeting will be documented by the appointed Project Arboriculturist (PA) and a record of the meeting sent to all stakeholders within 48 hours.
2.3.2. During the construction phase
- 2.3.2.1. Site visits will be made by the PA in conjunction with the sequence of works and their frequency determined by the programme of works and/or ongoing correspondence which identifies the need for additional visits.
- 2.3.2.2. Details of each visit will be sent to all relevant parties via email within 48 hours, including the date and time on which the visit was made; with whom the PA met and the details of those conversations; comments on the location, specification and condition of the specified tree protection measures, and details of any instances where the tree protection specifications outlined above in part 1 of this document are not being met; details of action(s) required to rectify non-compliance, including who is responsible and the deadline for undertaking the required action; and, timescales for a follow-up site visit if required.
- 2.3.2.3. In addition to site visits by the PA, ongoing monitoring will be undertaken and recorded by the site manager.
- 2.3.2.4. No deviations will be made from the approved tree protection details without the prior agreement of the PA and, where necessary, the planning authority.
2.3.3. Procedure for non-compliance
- 2.3.3.1. In the event of any significant deviation from the specified protection measures that results or is likely to result in damage to retained trees which is observed by the PA during a site visit, the deviation and its (potential) impact will be brought to the attention of the relevant parties via email and copied to the Department of Environment, Food and Agriculture (DEFA) for their records.
- 2.3.3.2. If, during the follow-up site visit, any action(s) required to resolve the issue and mitigate for the damage caused has not been taken, the project manager will be informed within 48 hours by email and copied to DEFA for their records.
- 2.3.3.3. If the action(s) detailed in the most recent email are not taken within the specified deadline, the PA has the right to withdraw their services until satisfactory steps have been taken to address the issue(s).
2.3.4. Following completion of the development
- 2.3.4.1. Following completion of all development-related activity the project manager will invite the PA to conduct the final site visit.
- 2.3.4.2. This visit will aim to identify any damage caused to the retained trees or any noticeable deterioration in tree condition. The visit will also aim to identify any obvious hazards posed by the trees and the requirement for remedial works.
- 2.3.4.3. This final meeting will mark the end of the arboricultural monitoring process.
